- DESCRIPTION: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform maintenance and repairs to the sidetrack roadbed portion of U.S. Government Sidetrack No. 328, Yokota Air Base, in a manner that will ensure continuous and reliable railroad operational condition. SCHEDULED PERFORMANCE DATE: 01 Dec 2016 through 30 Sep 2017 A pre-proposal conference and a site orientation will be conducted at 10:30 AM on 31 Oct 2016 at the 374th Contracting Squadron, Bldg. 620, Yokota Air Base. All offerors who are interested in this requirement are encouraged to participate in this pre-proposal conference and site orientation. Please submit the names of all attendees ( not to exceed 3 persons ) to Mr. Yuma Kato by e-mail at yuma.kato.jp@us.af.mil by 02:00 PM on 28 Oct 2016. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. Those who need an escort are required to come to the Gate 5 (Supply Gate) by 09:50 AM on 31 Oct 2016. You must bring the proper identification (valid passport or driver's license with 8 digits password). For the vehicle pass, please make sure you bring the proper original insurance documents. Failure to provide the proper documentation may cause you not be able to enter the base. The Government will not provide any transportations to participants. OFFER DUE DATE: 18 Nov 2016, 02:00 PM (Japan Time) "Supervisor of Railway Construction/Maintenance Work ("Kidoukou Kouji Kanrisha" in Japanese)" issued by the Japan Freight Railway Company is required for the performance. NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFEROR MUST BE LICENSED AND REGISTERED TO PERFORM WORK IN THE COUNTRY OF JAPAN.
