Description
SOLE SOURCE NOTICE FOR PROCUREMENT ACTION Proposal Disallowed Reason: Project Title: Sonic Telemetry Equipment This solicitation is being advertised as a noncompetitive sole source solicitation. As provided under FAR 13.106-1(b)(1), this project will be solicited on a noncompetitive basis as "Only one source is reasonably available to satisfy the agency's requirements." The Bureau of Reclamation, Lower Colorado Regional Office, Boulder City, Nevada, intends to award, on a sole source basis, a single firm-fixed price purchase order to Sonotronics, Inc. located in Tucson, AZ. The Bureau of Reclamation has a requirement to purchase several types of ultrasonic transmitters and towable hydrophones. The following are the product item descriptions, salient characteristics, and the quantities Reclamation intends to purchase: Purchase fifty-eight (58) ultrasonic transmitters for internal implantation in fish. Transmitters should have a minimum battery life of 9 months, a maximum size of 47 mm long x 11 mm in diameter, a detection range of > 500 meters, and should weigh less than or equal to 4 g in water (Sonotronics IBT-96-9-I). These transmitters will allow researchers to actively or passively track sub-adult fish for the life of the tag, providing researchers the opportunity to determine habitat preferences and movement patterns of rare fish species. Purchase another twenty-five (25) ultrasonic transmitters for internal implantation in fish. Transmitters should have a minimum battery life of 36 months, a maximum size of 63 mm long x 16 mm in diameter, a detection range of > 750 meters and should weigh less than or equal to 10 g in water (Sonotronics CT-05-36-I). These transmitters will allow researchers to actively or passively track adult fish for the life of the tag, providing researchers the opportunity to determine habitat preferences and movement patterns of rare fish species. Additionally, purchase ten (10) ultrasonic transmitters for internal implantation in fish. Transmitters should have a minimum battery life of 90 days, a maximum size of 25 mm long x 9 mm in diameter, a detection range of > 500 meters, and should weigh less than or equal to 2.3 g in water (Sonotronics PT-4). These transmitters will allow researchers to actively or passively track juvenile fish for the life of the tag, providing researchers the opportunity to determine habitat preferences and movement patterns of rare fish species. Lastly, purchase three (3) towable Omni-directional hydrophones (Sonotronics TH-2 or equivalent). Hydrophones must attach to any Sonotronics brand ultrasonic receiver, be capable of functioning while towed at trolling speeds of approximately 5 knots, and have a cable length of at least 50 feet. This minimum cable length is necessary to minimize the interference caused by engine and propeller noise. Sonotronics, Inc. is the sole source and manufacturer of all Sonotronics receivers, hydrophones, and transmitters. Due to its proprietary nature, only Sonotronics equipment and software are compatible. A Determination to Solicit Sole Source is being prepared in support of this acquisition. This procurement will be awarded using simplified acquisition procedures. It is anticipated that a firm-fixed price purchase order be awarded no later than November 1, 2016.
