Technical Exhibit 4-1 Standard Operating Procedure 4-2 Standard Operating Procedure 4-1 Performance Work Statement The U.S. Army Contracting Command - Rock Island Contracting Center is issuing this sources sought notice for the operation and maintenance of the Government Swing Span Bridge, Structure #320 for the U.S. Army Garrison - Rock Island Arsenal, Rock Island, Illinois to identify business sources with the capacity, experience and interest under the North American Industry Classification System (NAICS) Code 561210. The bridge was built in 1896 and connects the west end of Arsenal Island with Davenport, Iowa. The swing span bridge is used by automobile, pedestrian, and railroad traffic and is operated to allow river traffic to pass. The actual navigation season for bridge operations shall be determinded by a combination of Coast Guard and Corps of Engineers Lock and Dam #15 guidance. The Contractor shall operate the swing-span 24 hours a day, 7 days per week, during the Mississippi River navigation season IAW 33 CFR 117.1 thru 117.555, the current Operating Railroad Code of Operating Rules, and with all applicable laws. The Contractor shall provide operation and maintenance services in accordance with the draft Performance Work Statement (PWS) attached to this announcement (Attachment 0001). NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT." REQUIRED CAPABILITIES If your organization has the potential capacity to perform these contract services, please provide the following information: 1)Organization name, address, email address, Website address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Performance Work Statement (PWS) is attached for your review. (Attachment 0001). Interested parties are requested to submit a capabilities statement of no more than five (5) pages in length. The deadline for response to this request is not later than 3:00 pm CST 28 November 2016. All responses under this Sources Sought Notice must be e-mailed to julie.k.culliton.civ@mail.mil. This documentation must address at a minimum the following items: 1) What type of work has your company performed in the past in support of the same or similar requirement? 2) Provide your knowledge of Coast Guard navigation regulations, Army Corps of Engineers Lock and Dam procedures and Federal Railroad Administration regulations. 3) What specific technical skills does your company possess which ensure capability to perform the tasks? 4) Identify whether your firm is interested in this requirement as a prime contractor or subcontractor. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 5) Provide your Cage Code and Data Universal Numbering System (DUNS). Interested parties should submit their responses, including any capabilities statement, shall be electronically submitted via email to the POC listed at the end of this Sources Sought Notice no later than 3:00 pm CST 28 November 2016. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
