- RFI for GSA 4Pl Logistic and Inventory Management Support Services NOTICE: This is not a solicitation but rather a Sources Sought to determine capability of potential sources and is for information and planning purposes only. The General Services Administration (GSA), Federal Acquisition Services (FAS), Office of General Supplies & Services (GSS), Retail Operations branch, under its 4th Party Logistics (4PL) program, is partnering with Rock Island Arsenal, Joint Manufacturing & Technology Center (RIA-JMTC) located on Rock Island Arsenal in Rock Island, Illinois and The Department of the Army, Tactical Army Command (TACOM), Deployment/Support Equipment Product Support Integration Directorate (AMSTA-LCC-J), the Sets, Kits, Outfits and Tools (SKOT Group), headquartered in Warren, Michigan, to provide replenishment and inventory management services to support GSA Retail Operations' in its 4PL solution for the RIA-JMTC and SKOT Group. Under GSA's 4PL program, Retail Operations is responsible for managing the resources, capabilities, and technology of its own organization, with support from its products and service providers, to deliver a comprehensive supply chain solution along with its requisitioning capabilities to Government customers. GSA Retail Operations 4PL solution provides more favorable product pricing, provides "just-in-time" inventory, an increased breadth of products, as well as standardized ordering, packaging, documentation, and billing. This Sources Sought is issued for information and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this Sources Sought. GSA will NOT be responsible for any costs incurred by interested parties in responding to this request. This FedBizOpps notice is an announcement seeking market information on businesses capable of providing the services as described herein. GSA is currently conducting market research to determine qualified, experienced, and interested potential sources. The information requested by this Sources Sought will be used with GSA to facilitate decision making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this Sources Sought should consult 41 C.F.R., part 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that is considered confidential and not releasable to third parties outside of GSA, its employees, agents, consultants, and representatives, must be clearly and conspicuously so marked. Statement of Objectives: GSA Retail Operations is seeking potential sources to provide replenishment, restocking, inventory management, and order preparation services for common use items within several product categories and made available for requisitioning from GSA by its RIA-JMTC and SKOT Group customers to support their missions. The RIA-JMTC receives its requirements from all of the services to provide design, prototyping, manufacturing, testing and simulation services. The RIA-JMTC utilizes the Department of Defense's (DOD's) only fully integrated manufacturing facility and the only remaining DOD foundry. Their spectrum of service capabilities include engineering, casting, laser cutting, machining, welding, painting, assembly, non-destructive testing and simulation, and the foundry. SKOT Group manages over 50 of the Army's Combat Engineer and Ordnance Sets, Kits, Outfits and Tools (SKOT), providing industrial quality tools with life time warranties, foam cut outs for rapid inventory, and increased ease of accountability and transportability to the warfighter. SKOT Group's broad portfolio includes SKOTs for tracked and wheeled vehicle emergency repair and maintenance, armament systems repair, hydraulic systems repair, metal working and machining, cutting and welding, engineering and construction, urban operations, Army diving mission, inflatable boats and motors, and fire suppression and protection equipment. Interested sources are challenged to provide the most cost-effective approach that meets the following overall objectives: • GSA Retail Operations requires a service provider to provide integrated operations, warehousing, and delivery services that may include any or all of the following: demand planning and forecasting; physical inventory management; storage; issue; pick and pack products to fulfill a Bill of Materials (BOMs); delivery of materials to customer locations, and restocking Point Of Use (POU) devices. The contractor will maintain day-to-day operations to include all labor, supervision, materials, tools, equipment, personal protective equipment (PPE), storage, transportation, and incidentals. • The contractor will be required to provide logistics and management support to accept, deliver, and warehouse/store consigned inventory (inventory owned by different vendors and consigned to GSA); process requisitions for products through GSA's Point of Sale (POS) system; distribute common use items; interpreting restocking reports, determining stocking requirements; drawing material from consignment areas; conducting weekly cycle count inventory of all consigned inventory; preparing inventory reports for consigned products for each product vendor; and staging products for delivery (pick& pack) to fulfill BOMs. • The contractor will also be responsible for transporting and delivering materials (via a truck, motor vehicle, etc.) between the RIA-JMTC and SKOT Group locations on the arsenal. For items delivered to a specific RIA-JMTC and SKOT Group customer, the contractor is responsible for providing a receipt for the item(s), having the customer to sign the receipt and retain a copy to account for items. • The contractor may also be responsible for distributing expendable tools, consumable supplies, and other items in Government-owned automated POU devices, non-automated storage areas or cribs, and POU equipment with trays or bins, as required. The contractor will use the Government supplied software to manage the POU devices. As inventory levels drop to the required inventory level, the contractor will be responsible for processing an order through GSA's POS to the specific product vendor(s) to replenish the consigned inventory. The contractor will be responsible for transporting, delivering, and restocking the POU equipment (via a truck, motor vehicle, etc.) located at different RIA-JMTC and SKOT Group buildings and/or locations throughout the arsenal. • The contractor will be responsible for inspecting and tracking the expiration date of the GSA-consigned inventory that has a shelf life. The contractor will be responsible for notifying GSA and the product vendor. • The contractor will be responsible for providing back-office support that may include, but is not limited to: running detailed spending reports from GSA's POS when the POC at the RIA-JMTC, SKOT Group, or the GSA COR requests them and rolling these reports into an end-of-month report. The contractor shall also be responsible for daily inventory and stock-out reports to the COR and each product vendor. The contractor will be responsible for providing the COR with an Inventory Adjustment report daily and will roll the report into and end-of-month report. GSA is contemplating awarding a separate Firm Fixed-Price Incentive-type contract for the replenishment and inventory support services. Capability Statements shall not exceed twenty (20) pages. Responses to the Part I and Part II questions are not included in this page limitation.
