- SCA Exemption Terms and Conditions Clause and Provisions Command Survey LPTA evaluation criteria USPFO for Montana LODGING BLANKET PURCHASE AGREEMENT (BPA) Provide lodging to the Montana Army National Guard (MTARNG). The contractor shall provide lodging upon request by the Government based on room availability. The contractor shall provide smoke free single and double occupancy hotel rooms. The total number of eligible personnel requiring lodging will fluctuate based on mission requirements. The contractor will be directly responsible for the front desk and staff of the facility, no third party vendors will be considered. The Government will establish a BPA with up to four (4) business's resulting from the responsible business's whose quote, conforming to the solicitation, will be most advantageous to the Government using lowest price technically acceptability method. If a business's quote is found to be technically acceptable in accordance with this solicitation, price may be the determining factor. See attachment "W9124V-17-T-0002 LPTA evaluation criteria." Information and responses will be required in regards to the evaluation. See paragraphs 3.1.1, 3.1.2, 3.2.3 and 4.3.2 on the attachment "W9124V-17-T-0002 LPTA evaluation criteria." FAR Provision 52.222-52 stand-alone document must be completed and provided with the quote. This is a Small Business Set-aside under the National American Industry Classification System (NAICS) code 721110, "Hotels (except Casino Hotels) and Motels". Contractor is required to have direct control and authority of the staff and personel employed in the primary lodging facility in the Missoula area. Third party quotes will not be considered. It is imcumbent of the interested parties to review the site frequently for any updates/amendments to any and all documents. The lodging requirement consists of establishing BPAs for a period of one (1) years from the date of award to hotels in the local area via issuance of BPA Call Orders that will be competed among the BPA vendors. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly reprocurements and re-negotiation of terms and conditions. There is no minimum or maximum guaranteed quantity. All BPA Call Orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. The Government does not intend to pay for any information provided under this notice. Please see attached document to review Terms and Conditions and other additional information pertinent to this solicitation.
