NOTICE OF INTENT TO SOLE SOURCE Solicitation No. W9127N-17-Q-0009 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: Restore original contours and correct porosity in 4 Essayons Rolls-Royce Naval Marine, propeller blades NAICS Code: 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing Solicitation Number: W9127N-17-Q-0009 Notice Type: Special Notice Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers, Portland District intends to award a sole-source, Firm-Fixed Price contract with Rolls-Royce Naval Marine North America Electric, 110 Norfolk St. Walpole, MA 02081. The purpose of this acquisition is to Restore original contours and correct porosity in 4 propeller blades used on the Essayons dredging ship. Services include original engineering manufacturer (OEM) to restore four (4) propeller blades to original specified dimensions and include original Nickel Aluminum Bronze propeller sections and shop materials as required. In 2014, the aforementioned blades were damaged during a grounding incident. The grounding bent the tips of all 4 blades and caused some additional distortion toward the root in each of the blades. These conditions resulted in an approximately 30% loss in efficiency. This condition is not acceptable as it lengthens times for each dredge cycle thus greatly reducing overall efficiency of the program. The blades were removed and need attention before they can be regarded as serviceable spares. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 332999. The size standard as defined by the U.S. Small Business Administration is 750. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
