Description
The eventual emergency notification system vendor shall perform the requirements listed in this attachment. Please describe how your product meets each requirement. If there are any requirements that your organization cannot perform, please state the reason. SAQMMA-17-I-0005 - Emergency Notification and Accountability System This Request for Information (RFI) is issued as market research to identify sources and their capabilities for performing Emergency Notification System and training as described below. This sources sought will also be utilized to determine if any Small Business Set-Aside opportunities exist and how viable GSA schedule and/or existing Government Wide Acquisition Contracts (GWACs) may be for this requirement. Responses from other than small businesses will not be considered. The Department of State (DOS) is exploring options for satisfying Federal requirements for managing emergency notifications systems. The Department is considering acquisition of a Commercial Off-the-Shelf (COTS) solution/products and associated support services and maintenance necessary to manage a system for generating, sending, and tracking actual/simulated emergency notifications via emails, texts, landlines, radio to 350,000 users' worldwide at all of DOS' 270 overseas locations and over 200 domestic locations. This emergency notification system will be initiated in case of natural disasters, immediate hostile forces at DOS sites to include terrorism, violence of any kind, local hazards (coup, disease outbreaks), regional hazards in nearby cities and host country infrastructure failures. This Sources Sought Notice is neither a request for quote nor a solicitation of offers; nor does it represent a promise to issue an RFQ or RFP in the future. Responses to this Sources Sought Notice are not quotes or offers and cannot be accepted by the Government to form a binding contract. Please be advised the Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated will be solely at the responding party's expense. All submissions become Government property and will not be returned. All information received in response to this RFI marked PROPRIETARY will be handled accordingly. DOS reserves the right to share any aspect of any response received with other US Government entities including who responded and the summary. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 519190. The NAICS code is subject to change. Response must provide clear and concise documentation which evidences the respondent's bona fide capability to provide this product. It is the responsibility of the interested parties to monitor the FedBizOpps website for additional information which may be posted pertaining to this Sources Sought. I. Certifications - Include any relevant certifications the company and/or its key personnel hold including, but not limited to Program/Project Management Professional (PMI), International Organization for Standardization, and Capability Maturity Model Integration (CMMI). 17. Teaming is encouraged to ensure an effective solution. The respondent is encouraged to utilize small and disadvantaged businesses in its project team if applicable. Please provide Business Type information for any team members. II. Response Format The respondents' responses are to include the following: 1. The submitted response shall not exceed 35 pages to include the cover page at 12 point font, and printing shall be set up for 8.5 X 11 sized paper with 1 inch margins on all sides. 2. The subject line shall contain the phrase "SAQMMA-17-I-0005 - Emergency Notification and Accountability System" 3. All proprietary information that is not to be disseminated in follow-on Government documents must be clearly identified in the Respondent's response. Cover Letter. The cover letter shall include the following: a. Company information - Include company name, point of contact and contact information (name, address, phone number, and email address), CAGE Code, and DUNS Number. b. List your company size and socioeconomic status. c. Facility Security Clearance (FCL). As this is not a request for proposal, supporting cost data is not required but is recommended where appropriate. Any pricing provided, including estimates, is informational only and must be contained within the allowed 35 pages. Please respond to this RFI via email by Sunday, 11:59 pm EST, November 06, 2016 to Tyler Sinclair, Contract Specialist, SinclairTE@state.gov and Paul Virostek, Contract Specialist, VirostekP@state.gov. All questions are to be sent to VirostekP@state.gov and received via email by 7:00am eastern time U.S. on November 01, 2016 shall be answered. The Government will not entertain telephone calls for this RFI. III. RFI Application Requirements/Specifications DOS is considering acquisition of a COTS solution/products and associated support services and maintenance necessary to manage a simulated system for generating, sending, and tracking simulated emergency notifications via emails, texts, landlines, radio to 350,000 users worldwide at all of the Department's 270 overseas locations and over 200 domestic locations; creating capability for statistical and analytical review, trending and reporting; and training. The planned period of performance is one base year and two one year option periods. This emergency notification system will be initiated in case of natural disasters, immediate hostile forces at DOS sites worldwide to include terrorism, violence of any kind, local hazards (coup, disease outbreaks, etc.), regional hazards (bombings in a nearby city, etc.) and host country infrastructure failures (electrical, telecommunication or transportation systems collapse etc.). A. Security Requirements: Clearance: The respondent must possess a facility clearance (FCL) of Secret. The respondent will be required to provide designated contractor personnel with Secret personnel security clearances (PCLs) issued by the Defense Security Service (DSS). All other contractor personnel must favorably pass a Moderate Risk Public Trust (MRPT) determination made by the Bureau of Diplomatic Security, DOS prior to contract performance. Designated contractor personnel assigned to this contract shall possess SECRET personnel security clearances issued by DSS prior to contract performance. All other personnel must favorably pass a Moderate Risk Public Trust (MRPT) determination made by the Bureau of Diplomatic Security, DOS prior to contract performance. Facility - Personnel Security Requirements Trade Agreements Act: Hardware and software components shall comply with Section 508 of the Rehabilitation Act of 1973 and the Trade Agreements Act (FAR 52-225-5). FIPS PUB 199: Due to the Personal Identifiable Information (PII) requirements of this system and the National Institute of Standards and Technology (NIST) criteria, for a moderate impact system, this system will be maintained and hosted in a hybrid cloud and on premise implementations. FIPS PUB 200: The Moderate Impact security control baseline as defined in the NIST Special Publication (NIST SP 800-53) shall be met. B. System Life-Cycle Support Requirements: The respondent shall be listed as "vendor" in the below requirements and shall address its ability to provide the following support service. Note-Support services described below will require personnel with a PCL as described previously. a. Site survey - vendor shall perform surveys to gather site-specific information to detail the products, work, and schedules for the installation system. b. Site preparation - The vendor shall perform all site preparation centrally via our Washington DC office, and other related work identified in the attached Requirements Matrix. The vendor shall complete all site preparation work without interruption to the current system's operation. c. Shipping of equipment - The vendor shall ship equipment, if any, to the specified government location, F.O.B. Destination in accordance with best commercial practices. d. System installation including engineering and configuration - The vendor shall provide system installation services to install, make operational, and fully integrate the system. The vendor shall complete system installation without interruption to the current system's operation. e. Staff training - The vendor shall provide hands-on training for all system users in accordance with the approved training plan. f. On-site post-installation support - The vendor shall provide on-site support over the first 30 days of the new system operation. g. IT Change Control Board (ITCCB) approval - The vendor shall work with the Department's Information Resources Management staff to submit all hardware and software, if any, through the Department's ITCCB and also assist with Information Assurance Assessment and Authorization upon contract award. h. The vendor shall support all federally-mandated Assessment and Authorization initiatives as defined by the Department. i. Implementation plan - The vendor shall describe how the implementation of this new system will occur and integrate without interruption to current operations. j. Maintenance - The vendor shall provide the central Washington DC office and the hybrid cloud maintenance for all system components including hardware and software on a 8 x 5 x 365 basis. The vendor shall provide a maximum 2-hour response time from the Systems Engineer for critical failures, to ensure timely repair and comply with up-time requirements. The vendor will need to explain what constitutes a response. k. Software maintenance and software upgrades - The vendor shall describe how it will implement version upgrades while retaining customized DOS functionality without regressing to defects in earlier software versions. l. Warranty and Lifecycle Support- The vendor shall describe the warranty, licenses, and lifecycle support for hardware and software it will include with the proposed system. m. On-site/On-Call support - The vendor shall provide a Systems Engineer on an on-call basis when the Government accepts the system and the 30-day support period at the central Washington DC office is complete. The Systems Engineer shall be available within 2 hours' notice to provide on-site technical support in the event the system is operating at less than optimal levels. (Note - the Systems Engineer may require Secret clearance) Installation/Capability Statement. The purpose of this section is to provide information that will assist DOS to decide how to contract for the required products and services. Your response should include the following: a. System Description: Please provide a description of the system you intend to implement to meet the requirements stated in this RFI. The description shall discuss the hardware and software components that would comprise the system and how you would maximize the use of commercial off-the-shelf software and hardware components. b. Program management: Please provide a brief description of how you would provide the required program and project management support using the key personnel. c. Maintenance and support: Please provide a brief description of your capability and approach to providing the required maintenance and 8/5/365 support for the system as described above. Past Performance. Please briefly include a short description of the company history/experience in similar telephone systems, etc. Please briefly describe between one (1) and three (3) of your projects/contracts of similar size and scope to this requirement. Requirements. The eventual emergency notification system vendor shall perform the requirements listed in the attached document SAQMMA17I0005 Requirements v2.1.pdf. Please describe how your product meets each requirement. If there are any requirements that your organization cannot perform, please state the reason. (e.g. your software can only be used on XYZ devices, or X company only allows company Z to be an authorized reseller, etc.)
