- N00164-17-R-WP03 - AN/SPS-49 RADAR CIRCUIT CARD ASSEMBLIES - FSC 5998 - NAICS 334418 ISSUE DATE: 7 NOV 2016 CLOSING DATE: 7 DEC 2016 - 2:00 PM EDT The Navy intends to solicit and negotiate this effort IAW FAR 6.2 Full and Open Competition After Exclusion of One or More Sources. The Navy intends to solicit and negotiate this effort as a total small business set aside IAW FAR 19.502-2. Naval Surface Warfare Center (NSWC) Crane has a requirement for nineteen (19) types of AN/SPS-49 Radar Circuit Card Assemblies (CCAs) to be manufactured in accordance with export controlled drawings to which the Government has unlimited rights. The CCAs are needed for USN and FMS ships requesting these items. This effort is in support of the Performance Based Logistics Organic (PBL-O) Program. One or more 5-year firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts may be issued to support the effort. The anticipated CLIN structure for the AN/SPS-49 Radar CCAs is as follows: 0001 - Line Receiver CCA 0 Min. 3 Max. 0002 - Blanking CCA 1 Min. 3 Max. 0003 - CMAP Memory 1 Min. 3 Max. 0004 - Fine Range Amplitude 1 Min. 3 Max. 0005 - IFF Alignment 1 Min. 3 Max. 0006 - Alarm Suppression 1 Min. 4 Max. 0007 - Transmit Synchronizer 0 Min. 3 Max. 0008 - Receiver Synchronizer 0 Min. 2 Max. 0009 - Clock Generator 0 Min. 4 Max. 0010 - CCA - Radar Control Set 2 Min. 6 Max. 0011 - DSLC Driver / Receiver 1 Min. 3 Max. 0012 - CMAP Scaler 1 Min. 3 Max. 0013 - Video Merge CCA 1 Min. 2 Max. 0014 - Gate Controller 1 Min. 3 Max. 0015 - Bite Muxa 1 Min. 3 Max. 0016 - Extender Card, Elect 1 Min. 3 Max. 0017 - Long Pulse Logic CCA 1 Min. 4 Max. 0018 - NTDS-D Interface CCA 0 Min. 3 Max. 0019 - Hole Detector 0 Min. 3 Max. 0020 - Data 1 Lot These are non-commercial items and FAR Part 15 procedures will be utilized for this procurement. Delivery will be FOB Destination 300 Highway 361, Crane IN 47522, within 180 days after effective date of the order. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Contractors must also be properly registered in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Information about the JCP is located at http://www.dlis.dla.mil. The solicitation attachments will be posted to FedBizOpps at the same time the solicitation is posted. FedBizOpps may be accessed at http://www.fbo.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
