Nett Warrior Tactical Repository (NWTR) Software Development / Integration Technical Assistance Services to Support Product Manager Ground Soldier Systems Agency: Department of the Army Office: Army Contracting Command Location: ACC-APG - Aberdeen Division D Solicitation Number: W91CRB-17-NWTR-ITAS Notice Type: Sources Sought Synopsis: This is a Request for Information (RFI) / Sources Sought notice in regards to the Nett Warrior Tactical Repository (NWTR). This is NOT a Request for Proposal and no award will be made as a result of this request. All interested companies are encouraged to respond to this notice. The Army Contracting Command is issuing this RFI on behalf of Product Manager Ground Soldier Systems (PM GSS) of the Program Executive Office (PEO) Soldier, Fort Belvoir, VA 22060. PM GSS is seeking information from industry regarding available support for Nett Warrior Tactical Repository (NWTR) software development / integration technical assistance services to support PM GSS. The intent of this notice is to understand potential solutions, request innovative approaches, and serve as a basis for a set of technical requirements for these services. The Government is not imposing a page limit to the response; however to assure each response receives proper consideration it is recommended that the size should not exceed 15 pages (not including supporting documentation). Technical Requirements: The Nett Warrior (NW) system is comprised of a commercial off the shelf End User Device (EUD) based on smart phone technology, an Army-approved tactical radio as the digital data transport mechanism. In addition to connecting to transport devices for communications, NW in the future may operate on a 4G LTE cellular network. Additional devices can be integrated into the NW base configuration, via the NW Hub, using the USB protocol and NW interconnect cables. The NW program started fielding in FY13, it requires a way to provide a scaled down version of an Army tactical-level software marketplace type capability by FY18 in a tactical level environment in line with the release of the NW Software Developer Kit (SDK) and associated NW software drop and beyond. The NW program, anticipates establishing / updating a Nett Warrior Tactical Repository (NWTR) capability similar to commercial enterprise mobility management (EMM) suites to provide simplified secure device management, application and content sharing platform for the NW EUD. NWTR enterprise servers will provide the ability for 3rd party applications to be submitted and vetted from an information assurance perspective (NW operates at the secret level) as well as from a NW interoperability and performance impact. NWTR architecture will function in a distributed environment giving the ability for NWTR servers to be place in the Lower Tactical Internet (TI) or offline environment while still providing cached content and admin functions when enterprise servers are not accessible. NWTR running tactical/cache mode on a NMP, will provide mission planning applications access to deliver NWTR capabilities seamlessly to the NW EUD through an API. NWTR tactical/cache mode will provide all functions over TCP/IP to mobile clients when possible. Current solution involves NW EUD connected via USB to the Nett Warrior Mission Planner (NMP) laptop for software and content updates using a suite GOTS applications running on Windows 7 AGM OS. All software/applications and content data are provided through offline channels. The NWTR will use the agile software development model to meet short capability release windows. PdM GSS on a semi-annual basis, for the purposes of prioritizing / managing fixed levels of funding and schedule timelines, may re-prioritize the contractor software development, integration, and post deployment software support efforts to proactively re-align with changing Army needs at the dismounted Soldier tactical environment. NWTR will provide the following functions • Platform - Mobile Client: Android - Admin Client: Windows 7, 8 & 10 - Enterprise Server Platform: Windows 2012 R2 - Tactical/Cache Server: Windows 7, 8, 10 & 2012 R2 • Software / Content Distribution - Ability to download different content types - Manage mobile applications; including deploy, install, update, delete or block. • Policy Management - Development, control and operations of enterprise mobile access, connectivity, and security policy. • Inventory Management - Software, firmware and hardware • Security Management - Over-the-air (OTA) enrollment, provisioning and removal - Locking, tracking and wiping of devices - Implementation and enforcement of device security, authentication, validation and encryption. - Hierarchal structured permissions to published content. • Web Portal - Application/Content submission page o Approval workflow based on requested published level and/or content type - Knowledge base • Application Programming Interface (API) for Server and Client • Information Assurance Guidance (NIST SP 800-53 & AR25-2) • Client Connectivity - TCP/IP - ADB over USB • Tactical/Cache Server - Selective caching/downloading of available content for use in limited connectivity and offline environments - Limited admin functions - Replicate local modified and/or new data vertically to enterprise servers when possible - Connectivity to clients through TCP/IP and ADB over USB • Enterprise - Replicate data horizontally to allow for fault tolerance and geographical disbursement of servers - Authentication: External and Local Design/Solution: 1. Describe in detail your proposed solution for providing a Tactical Repository which meets the requirements described in this RFI. Describe each solution (to include pictures and/or drawings) proposed and its effectiveness in meeting the desired requirements and capabilities. 2. The proposed solution may require custom add-on development of an existing commercial off-the-shelf (COTS) software product. In order to provide the proposed capabilities, describe what modifications, if any, are required. 3. Specify any additional features/functionalities (not detailed in the RFI) that are recommended for inclusion in the product. Cost: 1. Provide an estimated unit cost for the proposed solution. Procurement quantities: - Clients 10,000 to 11,000 Growth 2000 units per year with a total quantity of approximately 16,000 units through 2019. - Enterprise servers: 10-15 - Tactical/Cache Servers: approx.1000 Growth 200 units per year with a total quantity of approximately 1600 units through 2019. *Identify quantity break points that achieve economy of scale. 2. Identify any licensing / royalty fees associated with your proposed solution. Are there any hardware driver concerns, costs, etc.? 3. Identify development costs. 4. Identify maintenance/technical support costs. Capability Statement: The statement shall present the vendor's technical capabilities and ability to meet the aforementioned requirements in their entirety (e.g. providing fully qualified personnel for all services required in a timely manner). Vendor's statement at a minimum shall include experience of management, key personnel, organizational history on meeting this or similar requirements, and corporate acumen in managing multiple government contracts of the same or similar nature. The capability statement must be presented in sufficient detail for the government to determine that your company possesses the necessary mission area expertise and personnel level experience. Experience/Qualification: Responses shall address what software development/integration and solution/product integration experience your company possesses to provide the services stated above. Specifically, the response shall address your company's contract experience in the following areas: • Use of Android-OS Software Development/Coding/Integration on Mobile Handheld Devices Using Software Sprints and Agile Software Development Approach; • Enterprise Mobility Management (EMM); Mobile Device Management (MDM) and Mobile Application Management (MAM) • Leveraging Commercial Technologies and migrating them for use with Army Dismounted Mobile Handheld Devices • DoD Risk Management Framework and Accreditation process for Secret Use Schedule: As currently envisioned, as part of a subsequent request for proposal (RFP) process, the planned effort would include a 4 phased development cycle with 4 software drops. Software cycle length may vary from 5-6 months. Once the contract is awarded, software drop schedule will be aligned with program objectives. Specify any concerns with meeting these types of milestones that impact the overall schedule. If any of these milestones cannot be met, suggest alternatives for completing them. Licensing/Support: Describe any software licensing and/or support model(s) used in the proposed solution. Other: 1. Are there any requirements listed in this RFI that seem unreasonable or difficult to meet? 2. What requirements / information would need to be added to a resultant Request for Proposal (RFP) to help develop an accurate proposal? 3. Suggested NAICS code with rationale Upon Government review of all vendor submissions, there may be a need for further questions. If so, the Government will contact each vendor, on an individual one-on-one basis, and ask the follow-on questions as required. Data submitted in response to this RFI may be utilized to develop and document a formal RFP. To prevent inadvertent disclosure in the RFP technical package, vendor responses shall clearly mark individual data elements that are considered proprietary in nature. The submitted responses and data will be reviewed by the NW technical team which consists of both Government and embedded support contractor personnel. Responses and technical questions should be provided via electronic submission to Contract Specialist, John Harvey at john.a.harvey1.civ@mail.mil no later than 4:00 p.m. Eastern Standard Time (EST) on Wednesday, 23 November 2016. Telephone requests for additional information will not be honored. This is a market survey requesting information only. The submission of this information is for planning purposes and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned. This RFI is issued in accordance with FAR 15.201.
