Solicitation Number: W911KB-17-R-EIE393/394 Classification Code: Z NAICS Code: 236220 THIS IS A SOURCES SOUGHT FOR PRELIMINARY PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The US Army Corps of Engineers, Alaska District is seeking sources for the two design build projects: Renovation of a (8) Eight Bay Weather Shelter (EIE393) and a (4) Four Bay Weather Shelter (EIE394) at Eielson AFB, Alaska. Both EIE393 and EIE394 are to be constructed as FY18 projects. CONSTRUCTION MANGITUDE: EIE393 Between $15,000,000 and $20,000,000 and EIE394 Between $10,000,000 and $15,000,000. The Government intends to use responses to this sources sought synopsis and other contracting and business processes to determine if this acquisition should be set-aside for one of the following small business types: Small Business, HUB Zone Small Business, Service Disabled Veteran Owned Small Business, or as a competitive solicitation under the 8(a) program. Interested sources must state whether they are capable of providing services required for the range construction. The Government must ensure there is adequate competition among the potential pool of available contractors. PROJECT DESCRIPTION: EIE393 the existing Aircraft Maintenance Unit Building 1338 A&B and existing aircraft shelter building 1338C requires renovation to support Squadron #1 and the new F-35A mission at Eielson AFB. The current AMU portion of the building is outdated and lacks sufficient secure communications to conform to the requirements of the new mission. The current weather shelter (hangar) portion of the building does not contain the required aircraft cooling and necessary 270DC aircraft power systems. These items must be added to the facility. There is currently no jet blast protection in place which does not allow for the F-35A aircraft to taxi out of the building. EIE394 the current building lacks the following required components: Class I, Division I Zone 1 and Zone 2 electrical systems, ventilation for fuel maintenance activities, emergency eyewash/showers with thermostatic mixing valves, changing areas, locker space, scrub sinks and personnel showers, a complete automatic overhead water-only sprinkler system and a low-level high-expansion foam system. Sustainability and Energy measures will be provided. Facilities will be designed to a minimum life of 50 years and energy efficiencies meeting, on average, American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) 189.1 standards through improved building envelop and integrated building systems performance. Air Conditioning (Estimated 4 tons). Small Business Size Standard is $36.5 million. Interested firms shall register as an interested vendor and respond to this Sources Sought Synopsis with the following information: a. Offerors names, address, point of contact, phone number, and e-mail address; b. Identification of either EIE393 or EIE394 (or both) the response is in reference to c. Capability to perform a contract of this magnitude and complexity (include offerors capability to execute the construction of comparable work performed with a tight schedule within the past five (5) years and a brief description of the project, customer satisfaction, and dollar value of project) d. Type of business and business size (whether large business, Woman Owned, Small Business, Small Disadvantaged Business, HUB Zone Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, or 8(a) program participant) e. Joint Venture information (as applicable) existing and/or potential. f. Bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.)
