- ****THIS PRESOLICITATION NOTICE WAS ORIGINALLY POSTED UNDER SOLICITATION NUMBER W9127N-16-R-0054. DUE TO THE FISCAL YEAR CHANGING BEFORE THE SOLICITATION WAS RELEASED, THE SOLICITATION WAS RENUMBERED WITH A FISCAL YEAR 2017 NUMBER.**** Synopsis: The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for the construction of The Dalles SR Panel Replacement located in Klickitat County, Washington. Project Description: The U.S. Army Corps of Engineers, Portland District, has a requirement to replace ten existing SR panels and install one CR sub-panel at The Dalles Lock and Dam. The SR panels are beyond their expected useful life, are unreliable as evidenced by recent failures, and need to be replaced. The SR panels step down 4160 to 120/208 VAC and distribute it through the CR sub-panels for lighting and other power uses including the fire detection system and security system. The contract entails the replacement of ten SR panels, installation of one CR sub-panel and removal and disposal of existing equipment being replaced. Replacement and installation includes cabinets, conduit, wiring, disconnects, transformers and breakers. SR = 120/240 V or 120/208 V Lighting Switchgear CR = 120/240 V or 120/208 V Lighting Panel Acquisition Strategy: The solicitation will be a request for proposal (RFP). The Lowest Price Technically Acceptable source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government will include options in the RFP. This acquisition will result in a single firm-fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is an unrestricted, full and open acquisition. This effort is classified through the North American Industry Classification System (NAICS) under code 238210 - Electrical Contractors and Other Wiring Installation Contractors ($15.0M). The FSC is Z2KA - Repair or Alteration of Dams. Proposal Period: The solicitation is scheduled for release on or about 16 September 2016. The tentative date for receipt of proposals is on or about 17 October 2016. Plans and Specifications: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to receiving an award.
