The UH-1N Replacement team is also working on a publicly releasable (UNSECURE) version of the Industry Day 2 Briefing Charts and Industry Day Questions and Answers. The intent of releasing the DRAFT Air Vehicle SRD is to seek industry feedback and solicit industry comments regarding the UH-1N Replacement DRAFT Air Vehicle SRD. The SRD includes the system requirements for the replacement helicopter. This is an opportunity for industry to get a more detailed understanding of the DRAFT Air Vehicle SRD and provide comments regarding the ability to meet these requirements with an Off-The-Shelf (OTS) solution. In addition to your comments, indicate if the requirement is met by: 1) an existing OTS certified configuration, 2) integrating an OTS/Non-developmental Item onto an existing OTS certified configuration, or 3) integrating a developmental item onto an existing OTS certified configuration. The Government will not provide reimbursement of any costs associated with documentation or communication submitted in response to this request for information. Any submitted documentation, upon delivery, becomes property of the U.S Government and will not be returned. The U.S. Government does not intend to award a contract on the basis of this notice. DRAFT SRD Response Guidance: 1. A cover page containing identification of the company Commercial and Government Entity (CAGE) code, street address, and business size for NAICS codes 336411 (aircraft manufacturing), and the name and telephone numbers of the technical Point of Contact (POC) and the overall company POC (in the case of a partnership, please provide appropriate cage codes and POC information for the lead company). 2. UH-1N Replacement is a non-developmental program to acquire up to 84 new helicopters of the same configuration. The USAF intends to acquire an off-the-shelf (OTS), in-production helicopter and enter the acquisition life cycle at Milestone C. The USAF anticipates a contract award in early FY18 and first deliveries starting no later than 12 months after contract award. To assist in this effort, the Air Force Life Cycle Management Center (AFLCMC), ISR & SOF Directorate, Combat Rescue Helicopter Division (AFLCMC/WIH), Wright-Patterson AFB, OH is issuing this Request for Information (RFI). The goal of the RFI is to obtain market insight into program-related questions in order to refine the acquisition strategy and support an eventual Request for Proposal (RFP) release. Respondents are requested to review the questions posed in the RFI and provide detailed responses for their assumed solution to replace the UH-1N aircraft. The RFI responses will help the USAF clarify key questions regarding industry capability to meet the program's requirements, assess acquisition strategy assumptions, reduce program risk, and foster a competitive environment. Information received as a result of this request will be considered sensitive and will be protected. Any company proprietary information contained in the response should be clearly marked as such, by paragraph, such that 'publicly-releasable' and 'proprietary' information are clearly distinguished. Any proprietary information received in response to this request will be properly protected from any unauthorized disclosure. The Government will not use proprietary information submitted from any one responder to establish the capability and requirements for any future systems acquisition, so as to not inadvertently restrict competition. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of this RFI. This RFI is part of ongoing Government conducted market research for planning purposes. It is NOT a solicitation. The Government will not provide reimbursement for costs associated with this request. Responses will be treated as information only and will not be used as a proposal. The submitted documentation, upon delivery, becomes the property of the US Government and will not be returned. Such information will be reviewed by a team comprised of Government as well as contractor personnel hired to provide technical assistance for the Government. All members of the team will be reminded of their obligation to protect such information to the maximum extent permitted or required by the Economic Espionage Act, 18 U.S.C. 1831 et seq., and other applicable statutes or regulations. In addition, Government members will be reminded of their obligations to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. All contractor members are required to protect the information by the terms of their contracts. The Government will determine whether its contractor team members have any organizational conflicts of interest that could adversely affect protection of the information. The Government may conduct follow-on discussions with responders about the RFI responses through individual meetings. Additional RFIs and/or Industry Days may be utilized as the program continues preparation for an RFP release. The Government plans to utilize contractor personnel from the following companies: HX5, Booz Allen Hamilton, and Alion Science & Technology. The Air Force Life Cycle Management Center (AFLCMC), ISR & SOF Directorate, Rotary Wing Division (AFLCMC/WIH), Wright Patterson Air Force Base, OH cordially invites industry to participate in the UH-1N Replacement Program Industry Day and One-on-One Sessions on 27-28 September 2016 at Wright Patterson Air Force Base (WPAFB), OH, Area B, Foulois Hall, Building 146, Conference Room 203. On 27 September, the morning session will consist of program office and lead Major Command (AFGSC) briefings and an open question and answer forum. The afternoon session will consist of one-on-one sessions. One-on-one sessions will last 60 minutes per session. In addition, the one-on-one sessions are reserved for prime contractors. The program office will use the morning of 28 September to complete any remaining one-on-one sessions. The AFLCMC, ISR & SOF Directorate, AFLCMC/WIH, Wright-Patterson AFB, OH is host to this Industry Day. The dialogue will serve to educate vendors on the acquisition strategy to replace the UH-1N aircraft. Vendors are encouraged to review RFI #3 and Draft Air Vehicle System Requirements Document (SRD) posted to FedBizOpps on 9 September 2016. The Government intends to post the Industry Day briefing slides and agenda to FBO prior to the Industry Day event scheduled for 27-28 September 2016. Instructions to register for Industry Day Event and visitor request passes: Attendance at this event is voluntary and will not impact any future acquisitions. To register for the Government briefing on 27 September 2016, as well as, for prime contractors to register for the One-on-One sessions on a first-come-first-serve basis for 60 minute blocks on 27-28 September 2016, please contact Robert Allen AFLCMC/WIHK, prior to 1200EST on 16 September 2016, at (937) 904-5080 or Robert.Allen.58@us.af.mil. Visitor passes will be e-mailed by close of business the day prior to the event. If visitor information is not provided by 16 September, the individual may not be granted access to the base and therefore will be unable to attend. Please direct any questions regarding the UH-1N Replacement Program Industry Day and One-on-One sessions to Robert Allen. Due to time constraints, this event at WPAFB is open to US Citizens ONLY. If your team has Foreign Nationals, your team can arrange to meet off-base with the Government at an alternate facility to have a one-on-one session.
