- This is a Notice of Intent to award a sole source contract to Dresser-Rand Company to replace Dresser-Rand High Pressure Air Compressors (HPACs) on a submarine. The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In the past, no other contractors have been able to show that they have the capability of performing this proposed effort. Vendor to remove 2ea Dresser-Rand High Pressure Air Compressors (HPAC), reinstall HPAC #1 and HPAC # 2 from AERP and test. In addition, vendor to test & adjust plcs as required. Replacement HPACs includes AERP motors. The period of performance for rip out is anticipated to begin 1 February 2016. Reinstallation is roughly four months after rip-out. Each phase would require Dresser-Rand personnel onsite. Dresser-Rand is required as they are OEM with design authority and must assist with the off-load of the existing assets, on-load of the new AERP assets, installation and testing of the newly installed assets. Questions will be answered by posting answers to the www.fbo.gov. The Government does not guarantee that questions received after October 31 st at 5:00 pm EST will be answered. Please email your responses to the Contract Specialist, Christina Allaire, at Christina.allaire@navy.mil no later than 5:00 PM ET on October 31, 2016. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
