- Registration Form Industry Day #2 - Property Management of Scranton Army Ammunition Plant (SCAAP) and Production of Large Caliber Metal Parts The U.S. Army Contracting Command - Rock Island and the U.S. Army Contracting Command - New Jersey on behalf of the Project Director Joint Services, the Project Manager Conventional Ammunition Systems, and the U.S. Army Joint Munitions Command are issuing this notice as an official announcement of Industry Day #2 for the Property Management of SCAAP and Production of Large Caliber Metal Parts in accordance with the technique for Market Research set forth at Federal Acquisition Regulation 10.002(b)(2)(i). Industry Day #2 will be held Tuesday and Wednesday, November 15-16, 2016 at the Hilton Scranton & Conference Center, 100 Adams Avenue, Scranton, PA 18503-1826. Registration will begin at 8:30 a.m. ET on November 15, 2016 followed by a Group Briefing and One-on-One Sessions. Facility Tours and viewing of a sample Technical Library will take place at SCAAP on November 16, 2016. A detailed agenda will be attached to this announcement prior to the event. Interested vendors shall RSVP no later than November 08, 2016 to the Points of Contact (POCs) listed below by filling out the attached Registration Form. For planning purposes, vendors interested in One-on-One Sessions, Facility Tours, and viewing the sample Technical Library must indicate as such on the Registration Form. Changes/updates to the list of attendees will be allowed up through the time of registration on the day of the event with the exception of representatives that are NOT U.S. CITIZENS. Any representative who is not a U.S. Citizen may participate in the events held at the Hilton; however, non-citizens must follow the steps identified on the Registration Form and be granted authorization prior to the event in order to participate in the portions of the event held at SCAAP: the Facility Tour and viewing of the sample Technical Library. The purpose of Industry Day #2 is to brief interested vendors on the Property Management of SCAAP and Production of Large Caliber Metal Parts requirements. It is the intent of the U.S. Government to engage in conversation with interested vendors in order to improve understanding of the requirements and gain valuable feedback that can be used to enhance the acquisition and draft documents prior to issuance of the official Request for Proposal (RFP). Please watch this announcement for updates as it is the U.S. Government's intent to attach the Draft RFP on or about October 31, 2016. Advanced questions/feedback are ALLOWED and strongly encouraged. Please submit any advance questions/feedback no later than November 08, 2016 via email to the POCs listed below. Questions/feedback submitted via facsimile or telephone will not be accepted. Please do not ask any questions that disclose proprietary information, processes, or capabilities since all questions will be shared with all participants. The U.S. Government is seeking feedback regarding, but not limited to, the following areas: - Information required by the draft RFP - Contract types, lengths, and other terms and conditions - Industry business practices to consider - Potential cost drivers and associated concerns - Perceived risks associated with this effort and proposed solutions or recommended mitigation strategies Please note that this requirement will be open to the National Technology and Industrial Base (NTIB). Attendance of all interested small and large businesses within the NTIB is strongly encouraged. It is anticipated that the U.S. Government will be providing documentation that is DISTRIBUTION STATEMENT D: Distribution authorized to Department of Defense and U.S. DoD contractors only, during the event. In order to view/receive copies of this information, each vendor shall submit a copy of its certified DD Form 2345 via email to the POCs listed below or bring a copy of its certified DD Form 2345 to Industry Day. DD Form 2345 and all applicable instructions can be obtained at the following website: www.dlis.dla.mil/jcp. This notice shall not be construed as an Invitation for Bid or RFP; and it is not a commitment by the U.S. Government to enter into any acquisition for any products or services. The Government assumes no responsibility for any representation made by any of its officers or agents during the session. Questions received and Government responses furnished during the session are unofficial. Government representatives have been instructed to answer to the best of their ability and knowledge. The requirements and strategy as stated during this session are all subject to change as the acquisition evolves; therefore, the vendors shall rely on the official RFP once it is issued. The U.S. Government is not responsible for any compensation/reimbursement regarding travel, lodging, or other expenses associated with this event. Additional Information: - No photo, audio, or video equipment or recording of any kind is allowed at any time during this event. - Cell phones and pagers shall be turned OFF during presentations and One-on-One sessions, or preferably left outside the event.
