- THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). It is the intent of the Missile Defense Agency (MDA) to issue a sole source solicitation to Raytheon Integrated Defense Systems (Raytheon IDS), 225 Presidential Way, Woburn, MA, 01801-1060, to continue follow-on Operations and Sustainment support for its family of X-Band radars. These radars include, but are not limited to, the Army Navy Transportable Radar Surveillance Model 2 (AN/TPY-2) and Sea-Based X-Band (SBX) Radar. The requirements include X-Band Radar Operations and Sustainment (O&S), AN/TPY-2 Radar Logistics Support, AN/TPY-2 Sustaining Engineering, AN/TPY-2 Transition and Transfer, AN/TPY-2 Depot Transition, SBX Operations and Sustainment, SBX Logistics Support, and SBX Sustaining Engineering. MDA anticipates acquiring this support via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract effective through 30 September 2024 (three year base period of performance, and four one-year option periods). The proposed contract will be awarded on a sole source basis to Raytheon IDS pursuant to the authority of FAR 6.302-1(a)(2)(ii), as the resulting contract modification is for highly specialized supplies and services where it is likely that award to any other source would result in substantial duplication of costs to the Government that are not expected to be recovered through competition, and contribute to unacceptable delays in fulfilling the Agency's requirements. Raytheon has supported the Ballistic Missile Defense Organization (BMDO) and MDA for more than 20 years. A contract was awarded to Raytheon in September 1992, as a result of a full and open competition for the Strategic and Theater Demonstration/Validation of a Ground-Based Radar. In FY2000, Raytheon was awarded a subcontract under Lockheed Martin a contract (DASG60-00-C-0072) for the Engineering and Manufacturing Development (EMD) of the Terminal High Altitude Area Defense (THAAD) X-Band Radar (AN/TPY-2). In April 2003, Raytheon was awarded a prime contract (HQ0006-03-C-0047) for the production and further development of the AN/TPY-2 radar. Under contract HQ0006-01-C-0001 and follow-on contract HQ0147-09-C-0008 for the Ground-based Midcourse Defense (GMD) System, Raytheon was awarded subcontracts by the prime (Boeing) for the design and development of the X-Band Radar on the SBX Vessel. Under contract HQ0147-08-D-0001, Raytheon previously provided test support for the Ground Based Radar - Prototype (GBR-P) Radar. Under the current contract (HQ0006-08-D-0003), Raytheon is the prime contractor for the scope of work required. As the product developer of the MDA X-Band radars since 1992, Raytheon has unique technical expertise to meet the aforementioned agency requirements. MDA invites any other contractor that reasonably believes it can fulfill the requirements without incurring duplication of costs and experiencing delays to provide a capability statement electronically to the Procuring Contracting Officer NLT 5:00 PM Central Time, 30 days after publication of this notice. The proposed contract action is for supplies or services that the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. The official release of the solicitation will be posted on the Federal Business Opportunities (FBO) website located at the following address: https://www.fbo.gov/. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of the solicitation will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response.
