- Revised Draft Section M Revised Draft Section L Letter from Contracting Officer The Mission and Installation Contracting Command at Joint Base San Antonio-Fort Sam Houston, Texas, intends to make a single award to maintain helicopters for the Army and Air Force at Fort Rucker, Alabama. The acquisiton will be conducted in two phases. The first phase is an Advisory Multi-Step Process in accordance with Federal Acquisition Regulation Part 15.202. The second phase begins upon issuance of the solicitation. Potential prime offerors are invited to submit an oral presentation either via telephone or video teleconference addressing the following information: 1. Experience and capability to manage and perform maintenance of DoD and commercial rotary wing aircraft using regulatory and service guidance; 2. Component repair and logistics support functions unti level and higher using the Government Military Standard Requisitioning and Issue Procedures (MILSTRIP) system through approved Government systems of record and or approved commercial vendors; and 3. Providing full compliance with Government Property Management as outlined in FAR 52.245-1. The Government will provide written advisory feedback to the offeror. Offerors are not required to participate as this step is merely offered for providing offerors and assessment regarding their potential for successful award. If interested, please email usarmy.jbsa.acc-micc.list.rucker-maintenance-follow-on@mail.mil prior to 4:00 PM Central Time on November 2, 2016 to participate. Requests received after this time will not be able to participate. All potential offerors, regardless of whether they chose to participate in an Advisory Multi-Step meeting or the feedback received, will be able to submit a proposal. Regardless of the feedback received, no offeror is precluded from submitting a proposal. For the formal solicitation response, offerors are encouraged to submit comprehensive proposals providing all listed output as requested in Section L, Instructions to Offerors, following Section M, Evaluation Criteria. Offerors that propose less comprehensive proposals will be evaluated accordingly. The resulting contracting being solicited will be a hybrid type that includes firm fixed price, fixed price incentive (firm target), cost reimbursable and cost plus fixed fee contract line items. The contract will include one full base year of service along with nine 12 month option periods. The solicitation will be made available on or about November 28, 2016 and will be distributed solely through the Federal Business Services website at www.fbo.gov. Hard copies of the solicitation will not be available. The website provides downloading instructions. All future information regarding this solicitation, including solicitation amendments, will be issued solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this solicitation. Please note all contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database. The anticipated date for receipt of proposals is January 13, 2017 for Past Performance and February 8, 2017 for all other volumes. The Technical Data Repository (TDR) will be on a restricted site. All contractors submitting a proposal as a potential prime contractor will be provided access for one company representative. All potential prime offerors should be identified and have access to the TDR site at this time.
