- The United States Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of the FAR 6.302-2, Unusual and Compelling Urgency, with Tetra Tech, Inc. to provide support services to the EPA, Office of Water (OW), Office of Wastewater Management (OWM), under the contract entitled Technical and Administrative Support for OW/OWM, EP-C-11-009. The sole source negotiations are for an additional 10,167 level-of-effort labor hours to be utilized to extend the contract which expires October 31, 2016, by two (2) additional months, until December 31, 2016. The EPA Office of Water, Office of Wastewater Management requires the contractor to provide the level of effort, material, equipment, and facilities necessary to provide assistance in program development, implementation and oversight, principally, data support, collection, compilation, and analysis of data and information. The contractor shall provide recommendations for regulatory, policy, strategy, and guidance development, to include the compilation of supporting data, development of options, research and development of new permitting tools sufficient to address complex/emerging permitting issues, and recommendations for action or approval by the EPA. Attendant to those responsibilities, the contractor shall provide support for NPDES permit development, to include, reviewing permit applications for consistency with federal requirements, conducting statistical analyses, and preparing draft permits and supporting documentation. In addition, the contractor shall monitor permit compliance and provide permit writers with guidance and training.
