SSA-RFI-17-1011 SF18.pdf SSA-RFI-17-1011 - SSA Cybersecurity and Risk Management Services SECTION 1 -- INTRODUCTION: This is a REQUEST FOR INFORMATION. Refer to Reference Number SSA-RFI-17-1011 when responding to this announcement. This is a REQUEST FOR INFORMATION (RFI) only, and is NOT a solicitation for proposals, proposal abstracts, or quotations. The Social Security Administration (SSA) is conducting market research to determine the availability of cybersecurity and risk management services to ensure the security of SSA programs and systems. The Office of Management and Budget (OMB) Circular A-130 and the Federal Information Security Management Act of 2014 (FISMA) require SSA to ensure that federal security regulations are enforced and to develop, document and implement an agency-wide information security program (ISP)for information systems used by SSA or operated by contractors on behalf of SSA. The SSA ISP must ensure the protection of sensitive data as it traverses the IT infrastructure. To meet this requirement, SSA must address security controls at the program level, in addition to securing major applications, general support systems, IT resources and data. SSA seeks information on current industry practices related to cybersecurity and risk management, as well as information on the availability of cybersecurity and risk management services that may meet SSA requirements. SECTION 2 -- REQUIREMENTS: Please see the attached document for background information, requirements, and questions to vendors: Attachment A -- "SSA-RFI-17-1011.docx" SECTION 3 -- INSTRUCTIONS FOR SUBMISSIONS: Please submit one (1) electronic response by 5:00PM EASTERN, NOVEMBER 7, 2016. Submit response electronically to the following email address: Terry.Hemming@ssa.gov Submit response with the following E-mail Subject Line: "SSA-RFI-17-10117 RESPONSE: SSA CYBERSECURITY AND RISK MANAGEMENT SERVICES" Submit response containing the following elements: 1. A cover sheet which clearly identifies the following information: a. Organization name, address, and contact information (email and telephone number of a designated point of contact). b. A brief description of type of business or organization. c. DUNS Number and socioeconomic designation of the organization [i.e. small business, small disadvantaged business, 8(a), etc.] d. Availability of the referenced services on existing contract vehicles, such as GSA,SEWP, and other federal agency IDIQ contracts -- specify specific contract numbers, periods of performance, description of services. 2. Response to vendor questions detailed in Attachment A -- "SSA-RFI-17-1011.docx". Include in the response to questions a description of the organization's capacity to perform the specified tasks, and the organization's experience performing these tasks in accordance with federal requirements. This RFI notice is for informational purposes only and does not obligate the Government in any way. This RFI shall not be construed as a commitment on the part of the Government to award a contract, cooperative agreement, or grant, nor does the Government intend to directly pay for any information or responses submitted as the result of this notice. The Government will not reimburse respondents for any costs associated with the information submitted in response to this request. The Government will treat each submission as confidential when requested to do so by the respondent. Respondents will not be notified of the results of any evaluation of the information received,and submissions will not be returned to the sender. No telephone calls will be accepted requesting a quote package or solicitation. Information gathered through response to this RFI may inform decisions on whether and how to interested in responding to possible future solicitations for services similar to those described herein should monitor FBO and other Government resources for relevant SSA solicitation announcements and submit responses separately from this RFI. After reviewing information received in response to this RFI, SSA MAY: 1. Contact organizations individually to request additional information or clarifications; 2. Continue to refine the objectives of the requirement and/or associated tasks; 3. Solicit proposals to procure the requirement. SSA is not obligated to contact any or all respondents, hold meetings with any or all respondents, or solicit proposals as a result of this request for information.
