NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Requisition No.: 663-17-1-7125-0005 Date of Notice: 10/27/2016 Contracting Officer: DIANA CURL Closing Date: 11/26/2016 This notice will appear for 30 days from above date. ************************************************************************************** Description of Supplies/Services: The Department of Veterans Affairs, Seattle, WA, requires services, non personal, for participation and collaboration on VA investigators Ann O Hare, MD and Steven Zeliadt, PhD who have received research funding for projects entitled Advanced Care planning in Elderly Veterans with Advanced Kidney Disease and A Novel Approach to measuring Costs and Efficiency Lung Nodules as a Case Study The Government intends to award this requirement noncompetitively to Ryan Laundry IAW FAR 13.106-1(b) (1) (i). The authority for restricting competition on this procurement is under 41 U.S.C Code 1901, as implemented by FAR 13.106-1(b)(2) for acquisitions of commercial items pursuant to FAR Subpart 13.5. Work performed by Ryan Laundry will directly support VA Puget Sound Research and Development Program. This proposed contract will support Ryan Laundry's with the Principal Investigators (O'Hare and Zeliadt) and other study members on programming and data provisioning. The proposed contract is a fixed, four-year service contract (baseline year plus three option years). Work will be performed within VA Puget Sound Health Care System (VAPSHCS) at HSR&D Center of Innovation offices located at Fed Center South, 4735 East Marginal Way South; Seattle WA 98134. Currently a WOC with VA Puget Sound, Ryan Laundry will continue to have access to research data and will access VA information systems. Ryan will allocate the equivalent of 50% FTE (1040 hours within the contract year) as a key member on this project. The contract is set at approximately $67,600 plus three option years. Ryan's hourly rate of $65 per hour will be for the base year only; there will be a $5 increase added in each optional year. Work will be performed within VA Puget Sound Health Care System (VAPSHCS). Some meetings may also be attended by telephone or video conference. The proposed contractor is Ryan Laundry, and the total estimated value of the proposed action is $301,600.00 with a period of performance of 12-01-2016 - 11-30-2020. Ryan Laundry previously worked with Dr. Ken Hammond and the University of Washington, School of Information, to create a Lucene patient index data set that is being utilized by Drs. O Hare, Hebert, and Zeliadt. Ryan Laundry is listed as key staff on these three project protocols. Ryan s prior experience working with VA Health Services R&D and expertise with research programming using Lucene software is integral to the completion of these VA studies. Due to the highly specialized nature of the services being acquired, Ryan Laundry is the only contractor capable of providing the services described above without the Veteran s Health Administration experiencing substantial duplication of cost and unacceptable delays that could not be expected to be recovered through competition. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government s only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency.
