VA257-17-R-0071 COMBINED SYNOPSIS/SOLICITATION ONSITE PSYCHIATRY LOCUM TENEN: WACO, TX VA257-17-R-0071 This is a combined synopsis/solicitation for commercial items and non-personal services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a subsequent written solicitation will not be issued. The solicitation number is VA257-17-R-0071 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). 1. The associated North American Industrial Classification System (NAICS) code for this procurement is 561320 with a small business size standard of $27.5M. The PSC is Q519: Medical, Psychiatry. The Government contemplates an award of a Firm Fixed Priced Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation. All responsible sources may submit a proposal. Only Small Businesses, SDVOSBs, and VOSBs will be considered for award. Only SDVOSBs/VOSB listed as verified in the VIP database (www.vip.vetbiz.gov) when an offer is submitted and at the time of contract award will be qualify as an SDVOSB/VOSB. Small Businesses that are not verified in VetBiz will be considered a Small Business. Please beware that First preference shall be given to offerors that are either verified SDVOSB or VOSB. An offeror that is a verified SDVOSB, shall be given preference over a verified VOSB, whose offer is equal to or exceeds all other offers in non-price and price factors and provides the best value to the Government. Any offeror that is not found to be Small Business or SDVOSB/VOSB shall be considered not be considered for technical evaluation or award regardless of past performance or price. DUE DATE/TIME: Offers are due no later than 1200 (12PM), Central Standard Time (CST) on Wednesday, November 9, 2016. Submit offers to the attention of Yomika Brock via email to: yomika.brock@va.gov. Late offers/proposals will not be considered for award. QUESTIONS: Any questions or inquiries must be submitted to the contracting officer via e-mail not later than 1600 (4PM), CST on Wednesday, November 2, 2016. Responses will be posted as an amendment to the solicitation no later than 1600 (4PM) CST, Friday, November 4, 2016. Offerors must be registered in the System for Award Management (SAM) at www.sam.gov, and in active status at the time of submittal in order to be considered. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Item (See Section E). Either fill in the form in Section E, or submit a current copy from active SAM (www.sam.gov) account. Offerors who fail to comply with the requirements of this solicitation may be considered non-responsive.
