DRAFT PWS Appendix C DRAFT PWS Appendix A DRAFT Performance Work Statement REQUEST FOR INFORMATION FOR DRAFT TECHNICAL DESCRIPTION FOR 160th SIGNAL BRIGADE ADMINISTRATION, IT ENGINEERING AND LOGISTICAL SUPPORT (AITEL) SERVICES INTRODUCTION This is a follow-on Request for Information and Industry Comment on Sources Sought notice W91RUS-StaffSupport issued 23 May 2016. This is NOT a solicitation or request for proposal. This is a continuation of market research in establishing the Government's strategy for acquiring Administration, IT Engineering and Logistical (AITEL) Support Services for the 160th Signal Brigade located in Southwest and Central Asia. The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Huachuca Division, Fort Huachuca, Arizona is seeking information and industry comment on business sources that can provide non-personal service support as synopsized below and contained in the attached DRAFT Performance Work Statement (PWS). The purpose of this request for information and synopsis is a means of continuing market research to gain knowledge of interest, capabilities, socio-economic information, and qualifications of members of the business community who can support this requirement and to identify parties having the resources to support the requirement to provide Staff Support Services in the areas of Administrative Support, Operations Support, Information Systems Engineering Support, and Logistics Support to the 160th Signal Brigade and subordinate commands within the CENTCOM Area of Responsibility (AOR) in Southwest Asia and Central Asia. The Government intends to procure these services on a full and open, competitive basis. DISCLAIMER: "THIS REQUEST FOR INFORMATION/SOURCES SOUGHT AND IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A "REQUEST FOR PROPOSAL (RFP)". It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses to this request will be used by the Government to make appropriate determinations about an acquisition strategy only and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this draft technical description is strictly voluntary. Responses will not be returned to the responder. Not responding to this notice does not preclude participation in any future Request for Proposal (RFP), if any is issued. If a solicitation is released, it will be synopsized on the Government-Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. PROGRAM BACKGROUND The 160th Signal Brigade, is designated as the forward-stationed, theater strategic signal Brigade. Staff Support Services enables the 160th Signal Brigade to conduct mission command in support of U.S. Army Central Command (ARCENT) and U.S. Central Command (CENTCOM) operations in Southwest Asia (SWA) and Central Asia. Additionally, Staff Support Services facilitate the operational needs of the 160th Signal Brigade and subordinate commands by augmenting its staff, enabling efficiencies in daily operations as well as continuity. The subordinate commands are the 25th and 54th Signal Battalions, but could change as the mission of the 160th Signal Brigade changes. The attached DRAFT PWS details the services that are to be provided for the 160th Signal Brigade. REQUIRED CAPABILITIES If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. SPECIAL REQUIREMENTS: • Personnel and Facility Security Clearances. Personnel shall be U.S. citizens and shall maintain a SECRET security clearance with an updated investigation and eligibility determination throughout employment on this contract • Personnel will have access to U.S. Government information systems, are designated IT level I, IT level II, or IT level III in accordance with AR 25-2. Personnel shall have a SECRET security clearance prior to being given access to information systems that process classified information. • Common Access Card (CAC) and Contractor Identification Requirements • Antiterrorism Level 1 Training • iWatch training conducted within 30 calendar days of start of performance • Emergencies and Force Protection Conditions. • Operations Security (OPSEC). Comply with DoD Directive 5205.02E, Army Regulation (AR) 530-1, and the requiring activity OPSEC program • Information Assurance Training. IAW AR 25-2 ELIGIBILITY: The applicable NAICS code for this requirement is 561110 with a Small Business Size Standard of $7.5 million. The Product Service Code is R699. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 12 pitch. The deadline for response to this request is no later than 2:00 PM EDT, 07 November 2016. All responses under this RFI Notice must be e-mailed to the Contracting Officer, Cheryl M Todd at cheryl.m.todd.civ@mail.mil and the Contract Specialist, Joe L. Morris, Jr at joe.l.morris4.civ@mail.mil, in either Microsoft Word or Portable Document Format (PDF). No phone calls will be accepted. The Government requests the following information be provided: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described for the base period as well as the option periods. 6.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 7.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. 8.) Responding companies must demonstrate the willingness and capability to provide the services identified in this Sources Sought to help the Government determine prospective contractors. The estimated period of performance is anticipated to be a two (2) month phase-in, a ten (10) month base period, and four (4) twelve (12) month option periods with performance commencing sometime in Fiscal Year 2017. The contract type is anticipated to be a cost-reimbursable incentive type contract with a focus on performance incentives; it is anticipated that the contract will include Cost reimbursable line items as well. The anticipated Level of Effort for five years is estimated at 761,305 man-hours. The Government seeks industry feedback on the use of performance incentives. Please provide any information you feel is important to the use of incentives, including but not limited to: 1.) What is your experience with incentive contracts? 2.) Given the attached DRAFT PWS, would the administrative burden of an incentive contract outweigh any potential benefits of the incentive? 3.) As far as incentives, based on your experience, what incentives worked best? Worked the least? 4.) If a Cost Plus Incentive Fee (CPIF) contract were contemplated, what feedback would you offer for structuring the incentive to place an emphasis on performance goals? NOTE that this is not the final determined contract type at this time. The contract type will be determined prior to final solicitation release. At this time, the Government anticipates release of solicitation late December 2016 or early January 2017 with an anticipated award date in June or July 2017. As it is anticipated that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business participation and seeks industry feedback on the establishment of a subcontracting goal higher than the minimum of 5%. If a capabilities statement was provided in response to the original Sources Sought notification, W19RUS-StaffSupport dated 23 May 2016; please provide responses addressing only comments on the DRAFT PWS, and any new information requested above. All data received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted to the contract specialist and contracting officer identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
