A.Sources Sought Notice: NHLBI-CSB-HL-2017-014-KMA B.Title: Microscope Upgrade for Muscle Energetics Laboratory C.This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code 334516 for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. D.Information: 1.Background The focus of NHLBI's Muscle Energetics Laboratory is to determine how mitochondria are optimized within muscle cells to help maintain energy homeostasis during the large change in energy demand caused by muscle contraction. Recently, the laboratory has demonstrated that skeletal muscle mitochondria form a highly connected network resembling that of an electrical power grid, and, indeed, were capable of electrical conduction of the mitochondrial membrane potential throughout the cell. The discovery of this rapid energy distribution mechanism overturned longstanding ideas regarding diffusion as the primary energy distribution pathway in skeletal muscle. Current work in this area is focused on providing a better understanding of the regulation and development of these mitochondrial networks as well as their role in overall muscle function. Despite much interest, control of mitochondrial function in vivo remains largely unclear as direct measures of mitochondrial enzymes in live animals have been limited. As a result, another major focus of the lab is to develop and utilize novel, direct measurements of in vivo mitochondrial function in skeletal muscle under different workloads. The goal of these studies is to unravel the signaling cascade involved in the upregulation of mitochondrial energy conversion during muscle contraction. 2.Purpose and Objectives The Muscle Energetics Laboratory is currently using a confocal microscope-a Leica SP5 confocal/multi-photon live animal imaging system-that is outdated and needs to be replaced. The laboratory has determined that the best course of action is to upgrade the current SP5 system to an SP8 MP model at a fraction of the cost to purchase a new SP8 MP system altogether. This upgrade will allow the lab to continue developing cutting edge live animal imaging techniques and significantly increase its capabilities for imaging live cells and tissue sections. The updated microscope system will play a vital part in investigating the relationships between skeletal muscle mitochondrial structure and function in the lab. 3.Project Requirements The contractor shall upgrade the Muscle Energetics Laboratory's SP5 confocal microscope to an SP8 MP system. Specifically, the contractor shall replace the lab's DM6 CFS Stand (NHLBI Decal # 01839186), premium workstation (CPU) (NHLBI Decal # 01839162), and monitor (NHLBI Decal # 01839161) with the following SP8 components: •DM6 CFS Stand •Optical Outfit •Scan optics module VISIR with rotation •Tandem scanner 8 kHz •SP8 LIAchroics Compact RGB •One Internal Detector Channel (PMT) •Two Internal Detector Channels (HyD) •Confocal Lasers 405 nm, 488 nm, 552 nm and 638 nm •IR prepard (without IR Laser) •Custom Dual Beam Routing for MaiTai HP DeepSee (2) •Custom Quad Module for MicroMirror plus Hyd RLD 2ch (system has HyD 2Ch) •Premium Workstation, Monitor •Beam Splitter Quad LP 560nm •Beam Splitter Quad LP 505nm •Beam Splitter Quad Empty (for customization) In addition to providing these components, the contractor shall trade-in the old SP5 Confocal components for cost savings towards the new components. 4.Contractor Requirements a.Contractor must possess the technology, equipment, and materials necessary to safely and accurately convert a Leica SP5 system to an SP8 MP system. b.Contractor must be able to provide a trade in allowance for old SP5 Confocal components. 5.Anticipated Period of Performance/Delivery Date Anticipated delivery date is 45-90 days after receipt of order. 6.Capability Statement Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. The following information shall be included in the capability statement: a.A general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. b.Information as needed in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. c.The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the North American Industry Classification System (NAICS) code: 334516, Analytical Laboratory Instrument Manufacturing, Small Business Size 1,000 employees. d.Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. e.The capability statement shall not exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. f.All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Heart, Lung, and Blood Institute (NHLBI). As a result of this notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NHLBI shall arise as a result of a response to this notice or the NHLBI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
