- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA), Andrew W. Breidenbach Environmental Research Center (AWBERC) requires temporary parking for 160-170 parking spaces to meet the parking needs of the AWBERC Personnel. EPA will be constructing a single-tier parking deck at the AWBERC campus located at 26 W. Martin Luther King Drive, Cincinnati, OH which will temporarily eliminate approximately 225 parking spaces. Construction for the single-tier parking deck will begin approximately December 2016. This acquisition will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 812930, Parking Lots and Garages, with a small business size standard of 38.5 million. The temporary parking lot/garage shall provide for a minimum of 160 parking spaces up to a maximum of 170 parking spaces. These spaces will be required for a base period of 12-months with two (2) three month option periods. 1.Shall provide between 160-170 parking space usage within 0.5 miles from the EPA AWBERC facility located at 26 W. Martin Luther King Drive, Cincinnati, OH 45268 for passenger motor vehicles and pickup trucks. 2.The parking spaces shall be for the sole use and accessible to EPA 24 hours per day, seven days per week during the term of the agreement. 3.The parking spaces shall be paved, lit and properly maintained and/or repaired during the agreement term to ensure suitability for use. The vendor shall pay for all electricity consumed by the parking lot lighting. 4.EPA shall secure and control all access to the parking spaces, if needed. 5.The EPA shall be responsible for snow removal for their designated parking spaces, if needed. The solicitation number is SOL-CI-16-00055 and is issued as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90, effective 25 October 2016.
