- This is a Pre-Solicitation Notice. The Architect of the Capitol (AOC) requires Facilities Management, Maintenance and Support Services for the Library of Congress Packard Campus Audio Visual Conservation (PCAVC) located in Culpeper, Virginia. Contract basic services include, but are not limited to: • facilities management; • operations; • preventative/corrective maintenance and repairs, to include any necessary labor, tools and equipment; • environmental and administrative support; and • landscaping, grounds and plant maintenance. Contract reimbursable services include, but are not limited to: • snow and ice removal; • materials/spare parts as needed; and • reimbursable project work to include architectural and engineering design and alterations and construction projects, as necessary, to enhance the efficiency and sustainability of the facility. The AOC intends to award a single Firm Fixed Priced (FFP) Contract with specified Reimbursable Cost Work Elements. This is a Performance-Based Contract with prescriptive work elements. The award shall be made on a tradeoff basis. The anticipated solicitation date is expected to be in the range of November 14 - 31, 2016. The anticipated period of performance is March 1, 2017 - February 28, 2018 with four (4) one-year option periods. All responsible sources may submit a proposal which shall be considered by the agency. The RFP will be available at the Federal Business Opportunities (FBO) website: https://www.fbo.gov. Paper copies of the solicitation will not be provided. Interested potential offerors are responsible for routinely checking this web site for any possible updates/amendments on the anticipated RFP. Proposal response time and submittal will be specified at the time the solicitation is posted. A site visit will be scheduled and included in the solicitation.
