Description
Draft Section C Statement of Work The Naval Sea Systems Command (NAVSEA) is issuing a Request for Information (RFI) on behalf of PMS 326 (International Fleet Support Program Office) seeking information relative to the provision of a broad range Follow-On Technical Support Services (FOTS), systems upgrades, systems integration efforts, and other services associated with the transfer and acquisition, operation, and maintenance of naval vessels and systems to eligible foreign navies. These services typically will be provided for recipients of former United Stated Navy (USN) ships and systems transferred through the Foreign Military Sales (FMS) program. However, services for other Foreign Navy ships and systems built indigenously or acquired from other sources are also eligible within current International Traffic in Arms Regulations (ITAR) and Federal Acquisition Regulation (FAR) guidelines for support services. In the near future, NAVSEA intends to issue a solicitation for the follow-on to the current FOTS Supportability Program Contract (N00024-11-D-4229). In light of the experience gained during execution of the current contract, and with a view to the projected workload for Excess Defense Article (EDA) ship transfers and other support services during the next period of performance, NAVSEA will be making significant updates to the statement of work (Section C) to better represent the scope of work executed historically and expected during the next period of performance. This RFI solicits industry input to the statement of work language in an effort to eliminate any potential barriers to increased competition and to provide a better basis for support. All comments will be accepted, but NAVSEA is specifically interested in feedback related to the tasks included in the statement of work, as well as any recommended additional tasks or task deletions. Responses should be limited to 15pages or less and should be unclassified. The response should provide sufficient detail for evaluation by NAVSEA. I f portions of the information provided are considered proprietary to the respondent, that portion shall labeled as such and will be treated as Business Sensitive and will not be shared outside of Government activities and agencies without the permission of the provider. Responses should be sent by email to Tara Borntreger at tara.borntreger@navy.mil no later than 10 November 2016. This RFI in no way binds the Government to offer contracts to responding companies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. No written responses will be returned. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov/). It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement.
