Description
Request for Information (RFI) This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Department of Veterans Affairs, National Cemetery Administration will take procurement action in this matter. Furthermore, the Department of Veteran Affairs will not be responsible for any cost incurred in furnishing this information. This RFI is being used to gather market research for the National Cemetery Administration (NCA) for the disposal of approximately 1000 cubic yards of organic grounds maintenance debris in approximately 50 cubic drop boxes at Willamette National Cemetery, 11800 SE Mt Scott Blvd, Portland Oregon. These materials may include but are not limited to, grass clippings, leaves, tree limbs and branches, and shrubbery. In any case, materials to be handled under this SOW will not include general refuse and garbage from the buildings and grounds of the cemetery such as paper, cardboard, wet garbage, or metal. Nor will the bins contain discarded floral arrangements that include anything plastic or metallic. It will not include biological or hazardous wastes, paints, solvents or other materials that require special disposal under the regulations of local, state or federal government entities. NCA is interested in identifying whether Service Disabled Veteran Owned Small Businesses (SDVOSBs) or Veteran Owned Small Businesses (VOSBs) can provide the required disposal services. The information obtained in this RFI will be used to determine future procurement actions for this specific area. Organics Removal and Disposal: At the direction of the cemetery, the vendor shall provide 50 cubic yard boxes for collection and removal. The vendor shall provide pick up, disposal and return of the empty drop boxes only as requested by the cemetery. At no time shall the vendor empty and return containers on a scheduled basis or without specific cemetery request. Delivery and pick up of these containers shall be scheduled separately from any weekly garbage and/or recycling services that may also be provided by the vendor. The vendor and COR will address the provision of covered collection boxes as appropriate to meet storage or hauling requirements or local regulations. Vendor access to cemetery grounds shall be limited to the following scheduled availability to the cemetery s grounds maintenance collections and storage area: Monday through Friday, 8:00am to 3:00pm local time. The vendor shall not have access on federal holidays. The vendor shall provide the COR or cemetery s Budget Analyst with timely prior notice of any changes in disposal rates or surcharges. In accordance with standard contract provisions, invoices shall be submitted electronically to the VA s Financial Management Service in Austin, Texas. In support of such invoicing, the vendor shall be responsible to employ the Tungsten/OB10 platform. Responding To This RFI: SDVOSB s responding to this RFI is subject to the following: VAAR 852.219-10 VA Notice of total service-disabled veteran-owned small business set-aside. (a) Definition. For the Department of Veterans Affairs, Service-disabled veteran-owned small business concern : (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). (b) General. (1) Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. (2) Any award resulting from this solicitation shall be made to a service-disabled veteran-owned small business concern. (c) Agreement. A service-disabled veteran-owned small business concern agrees that in the performance of the contract, in the case of a contract for: (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns; (2) Supplies (other than acquisition from a nonmanufacturer of the supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other eligible service-disabled veteran-owned small business concerns; (3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible service-disabled veteran-owned small business concerns; or (4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible service-disabled veteran-owned small business concerns. (d) A joint venture may be considered a service-disabled veteran owned small business concern if - (1) At least one member of the joint venture is a service-disabled veteran-owned small business concern, and makes the following representations: That it is a service-disabled veteran-owned small business concern, and that it is a small business concern under the North American Industry Classification Systems (NAICS) code assigned to the procurement; (2) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; and (3) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in 19.101 of the Federal Acquisition Regulation. (4) The joint venture meets the requirements of 13 CFR 125.15(b). (e) Any service-disabled veteran-owned small business concern (non-manufacturer) must meet the requirements in 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program. VOSB s responding to this RFI is subject to the following: VAAR 852.219-11 VA Notice of total veteran-owned small business set-aside. (c) Agreement.   A veteran-owned small business concern agrees that in the performance of the contract, in the case of a contract for (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible veteran-owned small business concerns; (2) Supplies (other than acquisition from a non-manufacturer of the supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other eligible veteran-owned small business concerns; (3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible veteran-owned small business concerns; or (4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible veteran-owned small business concerns. (d) A joint venture may be considered a veteran-owned small business concern if: (1) At least one member of the joint venture is a veteran-owned small business concern, and makes the following representations:   That it is a veteran-owned small business concern, and that it is a small business concern under the NAICS code assigned to the procurement; (2) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; (3) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in 19.101 of the Federal Acquisition Regulation; and (4) The joint venture meets the requirements of 13 CFR 125.15(b), except that the principal company may be a veteran-owned small business concern or a service-disabled veteran-owned small business concern. (e) Any veteran-owned small business concern (non-manufacturer) must meet the requirements in 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program. Response Submission Deadline: Responses to this RFI must be submitted no later than November 2, 2016 2:00PM Eastern Standard Time. RFI responses submitted must meet the time constraints as set forth in the Request for Information.
