- SOURCES SOUGHT TECHNICAL DESCRIPTION FOR THE M1116, 12-Gauge Extended Range Non-Lethal Marking Cartridge INTRODUCTION The U.S. Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Office of the Product Manager, Close Combat Systems (PM CCS) and the U.S. Army Research, Development, and Engineering Command, Armament Research, Development and Engineering Center (RDECOM-ARDEC), Picatinny Arsenal, NJ is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the manufacture, inspection, testing, and delivery of the M1116, 12-Gauge Extended Range Non-Lethal Marking Cartridge (ERNL). The results of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The M1116 cartridge will augment the currently fielded M1012, which has an effective range of 10 to 20 meters (m). The extended range (30 to 50 m) of the round provides field commanders and soldiers with an enhanced capability, increasing their flexibility with a blunt force trauma that contains a marking effect to target individuals for future identification. The cartridges are intended to be direct fire, low hazard, non-shrapnel producing devices that provides a less than lethal marking effect upon impact. When employed from 12 gauge weapon systems, the cartridges produce non-explosive and less than lethal force to confuse, disorient, or deter the targeted individual without causing catastrophic injuries. The M1116 increases the safe standoff distance between supported units and targets while simultaneously minimizing civilian casualties and collateral damage of people, materiel, and infrastructure. REQUIRED CAPABILITIES The Government requires the manufacture, inspection, testing, and delivery of the Cartridge, 12-Gauge Non-Lethal Extended Range Point; M1116 in accordance with the performance specification, MIL-PRF-32527. The intent of this Sources Sought is to assess the state-of-the art of the technology available in non-lethal extended range products that could be applied to meet this requirement. The Government envisions a solution for Cartridge, 12-Gauge: Non-Lethal Extended Range Point; M1116 that meets the following operational and program requirements: 1) Contain a marking capability that is visible on a marked target at 50 meters or greater. The mark must cover an area of at least 2 in2 regardless of shape and be non-red or non-orange in color. 2) Must have an effective engagement range of 30 - 50 meters (threshold) and 10 - 75 meters (objective). 3) Must have a probability of hit P(h) equal to or greater than 0.5 from 30 - 50 meters (T) and 0.5 from 10 - 75 meters (O) when fired from the Mossberg Model 500 / Model 590 or the Modular Accessory Shotgun System (MASS), M26. 4) Must have a reliability equal to or greater than.94 (T) and.98 (O). 5) Must comply with standard 12-gauge military packaging for shipping, 6) Ability to withstand operating temperatures ranging from 0°F to 140°F. 7) Be able to provide information on any analysis conducted on the cartridge. (i.e. Human Effects Center of Excellence (HECoE) Advanced Total Body Model report or Risk of Significant Injury report). 8) Be able to provide impact energy and impact energy densities for the cartridge for the engagement ranges listed above. Respondents should address the following: a) A brief summary of the capabilities, description of facilities, and relative experience in manufacturing and testing 12 gauge munitions. b) Ability to acquire, handle and store classified information and data up to the SECRET level. c) Monthly production rate and/or potential forecasted production capacity. d) Identification of any key suppliers that would be utilized in the manufacturing of the M1116 cartridge (both military and/or non-military). e) Ability to acquire facilities with sufficient safety clearance to handle, store, and transport energetic materials. f) A corporate point of contact, phone number, email address, and website (if available). g) Identification of business size (and any socio-economic considerations), NAICS code, cage code, and DUNS number. h) Provide a Rough Order of Magnitude (ROM) production (unit) cost. Please provide any information with regard to quantity price breaks. Qualification. The Cartridge, 12-Gauge Non-Lethal Extended Range Point; M1116 must demonstrate compliance with MIL-STD-32527. This includes, but is not limited to compliance with MIL-STD-1916. Please provide evidence that your organization has the capability to qualify the item in compliance with the applicable standards. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Secret. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 225.7002 and 252.225-7014 Alt. 1. ELIGIBILITY The applicable 2012 North American Industrial Classification System (NAICS) code for this requirement is 332992 Small Arms Ammunition Manufacturing with a Small Business Size Standard of 1,250. The Product Service Code (PSC) is 1305, Ammunition, Through 30MM. The National Stock Number (NSN) for the M1116 ERNL is 1305-01-631-2798-13058138. Please indicate your organization's Small Business status including certification of HUBZone, Veteran Owned and Woman Owned status in your response. SUBMISSION DETAILS Interested businesses should submit a capabilities statement demonstrating the ability to provide the products/systems listed in this Sources Sought Notice. Submissions should be in contractor format, no less than 10 point font. No phone responses will be accepted. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Jennifer Rockefeller, in either Microsoft Word or Portable Document Format (PDF), via email Jennifer.Rockefeller.civ@mail.mil no later than 12:00 p.m. EST on 29 November 2016 and reference this synopsis number in subject line of e-mail and on all enclosed documents. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
