- Project Information The U.S. Department of Labor (DOL) seeks the services of a qualified small business general contractor (GC) for the interior replacement of main water lines in Building 1 at the Oneonta Job Corps Center in Oneonta, NY. The work involves services for the replacement of two main water lines both supplying water to various portions of Building 1 (Main Building). The work includes, but is not limited to, miscellaneous site improvements in the form of demolition of the existing water line, demolition of unused HVAC equipment, installation of two new water lines and associated accessories from the entrance of the building to and including each branch line to where it extends thru to the first floor. Both water lines are connected in the main section of the building on the basement level. Each branch will have its own isolation valve. Period of Performance NTP to Substantial Completion: 171 calendar days NTP to Contract Completion: 201 calendar days Who May Respond Interest in this pre-solicitation announcement is open to all Service Disabled Veteran Owned Small Business (SDVOSB) contractors relative to the primary NAICS code 238220 with a Small Business Standard of $15.0 million. The magnitude of this procurement is between $500,000 and $1,000,000. All interested firms shall be registered via the System for Award Management internet site. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to long into the Online Representations and Certification Application (ORCA) website. Please keep in mind that this is a Presolicitation Notice notifying all interested parties that a solicitation will be issued for this project. No submittals are required for this notice. Submittals for this project will only be accepted under the solicitation once it’s published. The solicitation for this project will be posted on or about November 14, 2016. A pre-proposal conference will be scheduled for this requirement; details regarding the conference outlined in the solicitation along with the date. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS REQUIREMENT BEFORE AN AWARD IS MADE WITH NO OBLIGATION TO THE OFFEROR BY THE GOVERNMENT.
