- Statement Of Work HSFE06-17-R-0002 RFP Contractor shall provide all materials, supplies, and labor to widen ingress and egress areas to West Lot in accordance to the attached SOW. SITE VISIT: A site visit is not mandatory, but will be accommodated at the listed place of performance. ESTIMATED RANGE: $10,000.00 - $40,000.00 NAICS CODE: 812930 This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. Stafford Act Term: All eligible business bidders can bid however preference for award will be given to the responsive and responsible local bidder residing within Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Pointe Coupee, St. Helena, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington, and West Feliciana disaster declaration DR4277-LA (state of Louisiana) as defined by FAR 52.226-3c. If the offeror does not meet representation criteria of FAR 52.226-3c, he shall furnish documentation to support its representation IAW FAR 52.226-3d. THIS PROCUREMENT IS A SET ASIDE FOR LOUISIANA BASED BIDDERS ONLY. FAR 52.212-2 -- Evaluation -- Commercial Items: This will be a Best Value acquisition and the following factors shall be used to evaluate offers: 1. Technical Approach/Capability, 2. Past Performance, 3. Price. Technical and past performance, when combined, are equally important as price. Offers will NOT be publicly opened. Information concerning the status of the evaluation and/or award will NOT be available after receipt of proposals. Oral explanations or instructions are not binding. Any information given to an offeror which impacts the solicitation and/or offer will be given in the form of a written amendment to the solicitation. As this is a competitive negotiation acquisition, there is no public bid opening and no information will be given out as to the number of offerors or the results of the competition until all awards are made.
