- Draft PWS The U.S. Department of Education (Department), Office of Migrant Education (OME) is seeking a contractor with the capability to support the procurement titled: the Migrant Student Information Exchange (MSIX) Development and Maintenance. As part of its mission, OME uses MSIX to support the exchange of migrant student records from one school district to another as migrant students move within State or across State lines. This investment is in response to the Congressional mandate in Section 1308(b) of Elementary and Secondary Education Act of 1965 (ESEA), as amended. Section 1308(b) requires the Secretary to assist States in developing effective methods for electronically exchanging student records amongst States; and, to determine, and accurately account for, the number of migratory children in each State. The MSIX investment consists of a responsive web-based platform that links States' migrant student record databases to facilitate the national exchange of migrant students' educational and health information. The MSIX investment has four goals. These goals include exchanging education and health data; promoting the use of MSIX; ensuring the utilization of the consolidated records for enrollment, placement, and credit accrual, as well as producing national data on the migrant population. The primary beneficiaries of MSIX investments are the migrant students and State Migrant Education Program (MEP) grantees. Because MSIX is a comprehensive technology platform and a major investment for the Department, the scope encompasses Contractor support to provide Project Management, System Operations, Cyber Security Management, Customer Support Help Desk, Issue Tracking and Trouble Ticket Management, Asset Management, State Support and Technical Assistance for MSIX. The MSIX Contractor shall provide overall program oversight, analysis, and recommendations to the Department to ensure the quality of the design, development, and operation of MSIX and related deliverables through the Lifecycle Management (LCM) of the program. To achieve these goals the contractor shall meet the following objectives: a) Ensure the MSIX remains fully functional and stable (e.g. bug-fixes, security upgrades, software patches), and complete all required system, hardware and software upgrades in a timely manner. Note: all upgrades or enhancements shall be coordinated with the Department. b) Interface daily with MSIX users and other MSIX personnel via the MSIX Help Desk to maintain a high quality of support for MSIX. Responsibilities shall include system usage training for users, and rapid response to all technical problems reported to the Contractor by users or by MSIX staff. c) Be expected to install and maintain all MSIX software and hardware components and keep track of them via an automated reporting and tracking tool (Note: The Contractor should include the tracking tool in the proposal and describe its features and functionality.) d) Perform Help Desk Support & Trouble Ticket Management tasks required to meet expected service levels and to support the end users of the MSIX. e) Meet related system security and privacy requirements. f) Support the Department's initiated MSIX staff training initiatives. g) Adhere to all Federal Government, Department of Education regulations, directives and standards related to the Clinger-Cohen Act of 1996, Federal Information Security Modernization Act (FISMA), Privacy Act, Paperwork Reduction Act (PRA), Office of Management and Budget (OMB) Circulars A-130 and A-123, among other applicable policies. The Department anticipates the release of the subject solicitation during the week of October 31, 2016. It is determined that these services are commercial as defined in FAR Part 2.101 and will be solicited as a Request for Proposal (RFP) through FBO. This procurement will be awarded in accordance with procedures set forth in Federal Acquisition Regulation (FAR) Subpart 12.1 (Acquisition of Commercial Items - General) and Part 15 (Contracting by Negotiation). The period of performance of this Firm Fixed-Price award will be for one 12-month base year with four 12-month option years. The anticipated award date for this RFP is February of 2017.
