Description
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Network Contracting Office 2, Bronx, New York, intends to award a sole source contract under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements required at the level of quality required because the supplies and/or services are unique or highly specialized to Alcon Laboratories, Inc., 6201 South Freeway, TC-25, Fort Worth, TX 76134-2001. Alcon Laboratories, Inc. will provide all equipment, labor, parts, and supervision necessary to provide Full Service and Maintenance Contract for ALCON Constellation Vision System at the New York Harbor Healthcare System (NHHCS), Manhattan Campus. This action will result in a firm-fixed-price (FFP) type of contract for a period of five years, with the agreement being reviewed annually. This notice of intent is not a request for quotations. Interested parties may express their interest by providing a capabilities statement no later than November 2, 2016 at 12:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement VA242-17-Q-0046 Notice of Intent. If after November 2, 2016, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Alcon Laboratories, Inc. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. REQUIRED SUPPLIES: BACKGROUND The Biomedical Engineering Department on behalf of the Surgical Service of the Manhattan Campus of the Veterans Affairs New York Harbor Healthcare System has a continuing requirement for the service of the ALCON Constellation Vision System. OBJECTIVES New York Harbor Healthcare System (NHHCS), Manhattan Campus, Bioengineering Service is seeking an contractor capable of providing all equipment, labor, parts, and supervision necessary to provide Full Service and Maintenance Contract for ALCON Constellation Vision System. National Contracting Office (NCO) 2 will issue a Purchase Order to create a Firm-Fixed-Price (FFP) contract. PERIOD OF PERFORMANCE November 03, 2016 or Date of Award (DOA) until September 30, 2017 to include four (4) option years PLACE OF PERFORMANCE Performance must occur at the following location; Manhattan VAMC - 423 E 23 Street, New York, NY 10010 PRODUCT SPECIFICATIONS Alcon Constellation Vision System M#Constellation LXT, S#0902746301X DELIVERY Service must be delivered to the Bioengineering Service at Medical Center (addresses found under Place of Performance section above).
