SOURCES SOUGHT SYNOPSIS Specialized Automated Mission Suite-Enhanced Situational Awareness (SAMS-ESA) Contractor Logistics Support CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification in the sustainment of the SAMS-ESA installed on multiple airborne platforms operated by Air Force Special Operations Command (AFSOC) to include EC-130J, MC-130H, MC-130J, AC-130U, and CV-22, as well as applicable simulators and trainers. The level of security clearance and scope of required Outside the Continental United States (OCONUS) and Continental United States (CONUS) support is known and set. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. No solicitation document exists and a formal solicitation may or may not be issued by the Government as a result of the responses to this survey. The interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: Attached to this document is a draft of the Performance Based Work Statement (PWS). The PWS contains a description of the SAMS-ESA system requirement. Additionally there is a Contractor Capability Survey (below), which allows those interested to provide a description of your company's capability as it relates to SAMS-ESA support. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Identify any areas of work that your organization believes should be broken out exclusively for Small Business. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. PURPOSE/DESCRIPTION The Government is conducting market research to identify potential sources that possess expertise, capabilities, and experience to meet qualification to provide sustainment support for the SAMS-ESA installed on several AFSOC aircraft. This requirement states that a company must be capable of the following: •1. Provide systems level troubleshooting and repair of software intensive, highly integrated AFSOC mission networking systems in both OCONUS and CONUS deployed locations with minimal hardware and software technical data. The AFSOC platform mission networking systems consist of multiple configurations of SAMS-ESA with varying levels of capabilities, and varying system architectures. •2. Provide skilled technical personnel qualified to perform: •a. Installation, functional check, troubleshooting, repair, removal, and pre-mission setup and post-mission recovery of the SAMS-ESA system and its required mission data. •b. Analysis, resolution, and reporting of complex system failures/anomalies with minimal system/software documentation •c. Quick turn technical refresh solutions for system Group A and B equipment, and associated software components •d. Parts obsolescence resolution •e. Technical data package updates •f. Support military maintenance personnel in the troubleshooting of SAMS-ESA platform interfaces •g. Operator initial and continuation training on the SAMS-ESA system •3. Provide personnel with experience in the t racking and reporting of maintenance issues, metrics, and trends. •4. Provide personnel qualified to clear equipment for use and are qualified to clear Red X and Red Diagonal level discrepancies in Air Force 781 Series aircraft forms. •5. Coordinate Tier III (System Program Office, Warranty, Vendor, and Engineering) support. •6. Provide p rovision of duty hour and on-call field support functions for both Group A and Group B components, to include documenting work accomplished and clearing equipment for use in compliance with documented US Air Force aircraft maintenance processes and practices, to include Technical Order (TO) 00-20-1 Aerospace Equipment Maintenance Inspection, Documentation Policies and Procedures and Air Force Instruction (AFI) 21-101 Aircraft and Equipment Maintenance Management. •7. Maintain equipment inventory for items associated with SAMS-ESA system installed on aircraft and maintain spare SAMS-ESA component levels to support operational and deployment requirements. •8. Ensure all personnel supporting the SAMS-ESA system are certified in accordance with Department of Defense Directive (DODD) 8570.1 Information Assurance Workforce Improvement Program and possess an Information Assurance Technical Level II certification (Security + or equivalent). •9. Ensure personnel are physically capable of performing system maintenance requirements at stateside home-station and overseas locations as well as deployed locations. •10. Provide classified storage for the purpose of securing kit materials in support of installation and follow-on support activities. •11. Receive ship and store Communications Security (COMSEC) Controlled Items (CCI) associated with SAMS-ESA •12. Provide maintenance of a ready spares stock and coordination of spares repair, replacement, and shipping for temporary group A and group B equipment. •13. Ensure personnel chosen for this effort have, as a minimum, a government adjudicated SECRET security clearance. •14. Provide personnel qualified to handle CCI and personnel trained in administration of procedures for a Sensitive Compartmented Information Facility (SCIF). •15. Provide personnel knowledgeable of SAMS-ESA system requirements and operation. SAMS-ESA is military unique as the commercial sector does not require or otherwise use this capability. This support will be provided at three stateside locations, Hurlburt Field, FL.; Cannon Air Force Base, NM, and Harrisburg Air National Guard Base, Middletown, PA. The support is also required at two locations Outside the Continental United States (OCONUS); Kadena AB, Japan and RAF Mildenhall, UK.
