- Sources Sought Template (Request for Interested Manufacturers) FROM: 638 SCMG/408 SCMS TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers to sole-source purchase of NSN 5985-00-936-6924EW, ALT-16 Antenna SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the ALT-16 Antenna, NSN 5985-00-936-6924EW, PN 58D2098-35. ITEM DESCRIPTION The AN/ALT-16 is a manual jamming transmitter system used on the Air Force B-52H aircraft. This aircraft uses an EW suite that is a federated architecture rather than the integrated model seen on newer platforms. This suite consists of four main types of systems, one of which is manual jamming transmitters. The AN/ALT-16A jamming transmitter is one of the manual jamming transmitters in the suite. There are two systems per aircraft. The forward system has 1 antenna and the aft system has 2 (1 upper and 1 lower). The aft antennae are identical and are the "Christmas trees" on the aircraft fuselage; however, only the lower antenna is used during manual jamming. Impediment to Competition: The original equipment manufacturer for this item is Northrop Grumman (CAGE 1LTU5), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement aside from drawing number 142-5017, which does not include a parts or materials list. As a result, Northrop Grumman is the only known source with adequate knowledge of the ALT-16 Antenna performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Northrop Grumman for the manufacture of the Antenna in support of the B-52 AN/ALQ-155 Suite. Other interested parties may identify their interest and capability to respond to the requirement no later than 11 Nov 2016 by emailing kimberly.holland@us.af.mil and/or dla.dlr.proc@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
