Description
REQUEST FOR INFORMATION (RFI) U.S Customs and Border Protection Office of Public Affairs For News Article and Media Monitoring Service THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bids (IFB) or a promise to issue an RFP or formal acquisition in the future. This RFI does not commit the U.S. Government to contract for any supply or service whatsoever or does not intend to award a contract on the basis of this RFI. U.S. Customs and Border Protection (CBP) Office of Public Affairs (OPA) is not, at this time, seeking proposals and will not accept unsolicited proposals. All, who respond to this RFI, are advised that the U.S. Government will not pay for any information, inquires, the U.S. Government's use of such information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the Interested Party's expense. Not responding to this RFI does not preclude participation in any future procurement, if any, is released. Based on the response to this RFI, a determination to compete or not to compete a future procurement is solely within the discretion of the U.S. Government. If a solicitation is released, it will be advertised on the Federal Business Opportunities (FedBizOpps) website, or the GSA eBuy website depending on acquisition strategy established. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this RFI or a future solicitation. CBP thanks you in advance for reviewing this RFI and assisting us in our efforts to obtain services. OPA is conducting market research for a future requirement. Interested Parties are encouraged to provide a comprehensive capabilities statement on how they would provide OPA with the services noted herein. OPA seeks information regarding Industry's capability to provide news clips and media monitoring services consisting of worldwide, domestic and regional U.S. News coverage in English on an uninterrupted and unrestricted basis twenty-four (24) hours each day, seven (7) days per week, and 365 days a year. CBP is interested in global, national and regional coverage of relevant information based on topics. Interested parties are encouraged to provide information on how they would deliver these services including text, video and photos, electronically to multiple users in multiple offices for rewriting and/or distribution via OPA. PROGRAM BACKGROUND The U.S. Customs and Border Protection (CBP) is charged with the management, control and protection of the nation's borders at and between official ports of entry. CBP is mandated to keep terrorists and terrorist weapons out of the country while enforcing hundreds of U.S. laws. CBP Office of Public Affairs (OPA) represents the agency to the public. OPA communicates CBP's mission and operations to the agency's chief stakeholders, including the general public, the media, the CBP workforce, trade and travel industry representatives, and representatives of non-profit and for-profit associations and organizations concerned with homeland security, border security, travel, and trade. OPA communicates through its website, news releases to the media, publications, emails, conferences, telephone calls, and face-to-face discussions and television interviews with the media and other key stakeholders. Currently, the OPA uses a firm fixed price (FFP) contract to provide a daily news clips/articles and media monitoring service that summarizes news about CBP, its officials, employees, and programs as well as, border security, trade and travel news. Access to the daily news articles will be limited to subscribers with a cbp.dhs.gov e-mail address or select individuals with the ability and authority to access the news articles online via a CBP-connected terminal. REQUESTED INFORMATION Interested Parties are requested to respond to this RFI with a comprehensive written "Capabilities Statement," submission limited to 8 single-sided pages, 8 ½ x 11, font 12 point. Pages must be numbered. You may attach supplementary materials in addition to the response. Additional Materials may be provided, though limited to 10 pages. The total package may not exceed 18 pages including the cover page. The cover page shall display: Company name; Names of primary and secondary points of contact; Email, telephone number, address, city, state, and country; Business or organization size (e.g. small, large, etc.); Federal Supply and/or Service Schedule Information (if applicable) The "Capabilities Statement" must include, at a minimum, the following: 1. CAPABILITIES. Explain your company's direct, hands-on experience; a minimum of three (3) years of experience in providing specialized newswire and media monitoring service is desired. The capability expected is that the vendor will provide hyperlinks to original articles, audio clips, and video clips of important news coverage; provide human expert review and analysis of identified news and human edited summary briefing (vice computer word searches); push human-selected alerts immediately and directly to the email addresses of subscribers. The vendor's capability must include providing the news sources for local, regional, national, international media markets, print, TV, radio, wire, social media and online services. The vendor's will explain their direct ability to provide a daily media monitoring service that requires a succinct analysis of the pertinent daily U.S. and international news coverage, including editorials and opinion articles. The service will monitor traditional and social media and provide analysis on narratives related to recruitment and retention of CBP employees, both nationally and in specific locations identified by CBP. The vendor's capability must include providing copies and links of media products related to CBP's desired narrative regarding recruitment and retention in a format that could be communicated to recruits and applicants. The vendor's capability shall include appropriate and relevant content related to the Department of Homeland Security. The Media Division will provide the vendor with a full list of key search terms to be used in identifying news items. The search terms are subject to change on short notice and flexibility and a willingness to assist will be required. Though search terms are used, human analysis is required. The format of these documents, news categories and search terms may change from time to time and the vendor will receive these changes from the Contracting Officer's Representative (COR). 2. TECHNICAL PERFORMANCE The vendor will clearly describe its direct ability to provide the capabilities. Delivery formats shall include, but not be limited to Smartphone, iPhone and mobile device friendly format, email (MS Outlook) format and archival ability. In addition to attaching Microsoft Word documents of the news article summaries and full articles, the vendor must also post the summaries online through their website. The inclusion of the news article summaries online will add to the convenience and accessibility for CBP staff. The news articles should be accessible to CBP staff online and no other outside sources or audiences. CBP has no subscriptions to newspapers, such as Wall Street Journal, or broadcast media, the vendor must be able to provide the full text of news articles listed in the daily summary. 3. Budgetary estimate to provide the services. ADDITIONAL INFORMATION Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid OPA, please segregate proprietary information. Responses should be emailed to: robert.w.sieferman@cbp.dhs.gov by 2:00 p.m., Eastern Time (ET) on November 21, 2016. Please be advised that all submissions become Government property and will not be returned. No telephone, facsimile, or oral responses will be accepted or considered. The response should include all information to be considered. The determination to compete, or not to compete, in a future procurement will be based on the responses to this Request for Information (RFI) notice, and is solely within the discretion of the Government.
