- Sources Sought Announcement for Indefinite-Delivery, Indefinite-Quantity (IDIQ) Contracts for USACE Europe District This announcement seeks information from industry which will be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 236220, Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: Germany (primary), Belgium & Netherlands 4. ACQUISITION INFORMATION: USACE NAU is soliciting interest from firms for the following Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) requirements: A. $249 million shared capacity Multiple Award Task Order Contract (MATOC) for Germany, Belgium & Netherlands B. $111 million JOC for Germany Values stated are "not to exceed." MATOCs are a shared capacity amongst all contractors within each MATOC Pool. The anticipated number of contractors within each MATOC pool is unknown at this time. The anticipated contract durations are three year base period and two (2) 1-year option periods, for an overall possible five (5) year period of performance. The contract may expire after five years or when capacity is reached, whichever comes first. 5. PROJECT INFORMATION: The purpose of these acquisitions are to provide contract vehicles for real property repair, maintenance, environmental work, asbestos abatement, force protection work, and construction services in the areas identified below. The orders will primarily address general building renovation, road and pavement repair, and general environmental work. This work includes, but is not limited to, incidental new minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, force protection, and environmental remedial work. 6. SOURCES SOUGHT: The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of various members of industry. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this sources sought announcement. 8. SOLICITATIONS: The Government anticipates issuance of solicitations in February or March 2017. The official synopsis citing the solicitation number may be issued on Federal Business Opportunities (www.fbo.gov). Firms are invited to register electronically to receive a copy of the solicitation, if it is issued. 9. RESPONSES: The Capabilities Statement for this sources sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 10. SUBMISSIONS: Capability Statements should include: • Firm's Name, address(es), English speaking point of contact, phone number and e-mail address o Firm's interest in proposing on the solicitation when it is issued o Please list/reference the actions the firm is interested in proposing on such as: $249 million MATOC for Germany $100 million JOC for Germany • Firm's capability to perform contract(s) of this magnitude, complexity and experience managing multiple projects simultaneously, include: o Firm's capability to execute comparable work performed within the past 5 years o Brief description of the project o Customer name o Timeliness of performance o Customer satisfaction o Dollar value of the project • Firm's Joint Venture information or Teaming Arrangements o Include Cage Code or System for Award Management (SAM) information/registration, if available • CONSOLIDATION REQUIREMENTS: Please address the following questions and issues. This information will be used to consider how including the various places of performance will impact potential competition. The Government intends to award a contract for covering all the following places of performance: Germany, Belgium & Netherlands; o If firms are interested in specific countries, it is requested that those countries be stated in the response. If a firm is capable of performing in all the places of performance please state so. Or, for example, if an offeror prefers to work in Germany, please state so. o If firms are unable to perform in any of the listed countries, please state which countries and explain. o Will the combination of Germany, Belgium & Netherlands on one contract affect your firm negatively? o Has your firm considered the potential for concurrent task orders issued in various locations? o If awarded a contract, would it affect your firm's ability to participate in other sources of revenue? If so, would this negatively impact your firm? In addition to the above, the Government requests comments from interested parties to the following questions: o What is the average dollar (or Euro) value task order your firm routinely performs? o What is the average percent of self-performed work your firm may conduct for the types of services listed above? o Does your firm have any other comments or suggestions that you would like to share with the Government? The following are the anticipated task order limitations for comparable work reasons. The Government reserves the right to change anticipated task order limits: • MATOC Task Orders between $50,000 and $10,000,000 ($10 million) • JOC Task Orders between $2,000 and $1,000,000 ($1 million) Please limit responses to 15 pages. 11. RESPONSES DUE: All interested contractors should submit responses via email by 13:00 PM Central European Summer Time on 10 November 2016.
