- Notice Information Solicitation: ARCICCIEPROGRAM Agency/Office: Army Contracting Command, MICC Location: MICC - Fort Eustis (Joint Base Langley-Eustis) Title: A--CAPABILITIES INFORMATION EXCHANGE - REQUEST FOR INFORMATION Description(s): Added: TBD am Modified: October 24, 2016 Time TBD United States Army Training and Doctrine Command (TRADOC), Army Capabilities Integration Center (ARCIC) is announcing its inaugural Capabilities Information Exchange (CIE) with industry. The CIE program is voluntary and open to all interested members of industry. Businesses that participate in the CIE will not receive any financial reimbursement for their participation from the U.S. Army. On 15 December 2016, at the Fort Eustis Jacobs Conference Center and the TRADOC Headquarters building, ARCIC will conduct its inaugural CIE. During the CIE, the Government will brief industry on the Army's needs, initiatives, and concepts with the intent of integrating industry into capability development early and to assist in making better informed R&D decisions. The CIE will focus on needed capabilities for future force development and inform the Research, Development, and Acquisition (RDA) strategy http://www.arcic.army.mil/. The purpose of the CIE is to engage in early communication with industry on the Army's needs and concepts regarding future conflict(s). This early engagement will allow industry to better focus their independent research and development investment on efforts that best address the needs of the Warfighter. CIEs will emphasize long-range planning to define future decision points that consider equipment age, degradation of overmatch, industrial base viability and closure of capability gaps in the near-term (FYs 16-20), mid-term (FYs 21-30), and long-term (FYs 31-50) time frames, while allowing for cost-informed decisions that balance force generation needs for Force 2025 and Beyond. The Army Warfighting Challenges (AWFC) and the Warfighters' Science and Technology Needs should be used when reviewing topics. The CIE will have two parts: An unclassified session from 8:00am to 12:00am which will be held at the Jacobs Conference Center, Building 647, Fort Eustis, VA and a classified session from 1:30pm to 3:00pm at TRADOC Headquarters Building 950, Fort Eustis, VA. The unclassified session will concentrate on: Army Capabilities / Warfighter S&T Needs; Future Force Design efforts (operational and organizational); Defense Innovation Unit Experimental (DIUx); and the review of draft requirements documents. The afternoon classified session will discuss the future operational environment/operations. Streaming video will be available for the unclassified morning session for businesses not on-site. The sessions are executive-level meetings chaired by an Army Flag Officer or equivalent. Attendance is limited.
