- NASA/MSFC has a requirement for customized fabrication services of the following schedule-critical items to support Imaging X-ray Polarimetry Explorer (IXPE) mission optical development: - 24 mandrels and coupons - One polishing lathe that is an exact match to the existing five polishing lathes - Six polishing lathe large diameter adapter interface hardware kits. NASA/MSFC intends to procure the services from Astro Machine Works, Inc (Astro). This decision is made pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, which implements the authority for 10 U.S.C. § 2304 (c)(1). Competition is impractical for the following reasons: The award of this procurement to Astro allows MSFC to start the procurement on the date of IXPE award and receive critical polishing hardware within the 1 st project quarter. Based on a 5 year review of historical information, Astro has never failed to meet a delivery date or delivery milestone. Mandrels: Manufacture of the thick wall, aircraft grade aluminum mandrels to precise optical prescriptions requires high precision CNC lathes and skilled machinists. The number of mandrels required and the planned production schedule (1 mandrel every 4 days) requires a vendor with demonstrated high throughput and exceptional quality ( ISO 9001:2008 and AS9100:2009 certification are required). Astro, through performance on previous mandrel procurements, is uniquely qualified to manufacture mandrels within the required tolerances and quality, and on schedule. Polishing station: The polishing lathe to be procured under this solicitation is required to be identical to five polishing lathes previously procured by MSFC. ASTRO has unique experience in manufacture of optical polishing lathes, and as the provider of the original five lathes under another NASA contract, Astro is uniquely qualified to provide the additional lathe. Polishing lathe adapter hardware: The six polishing lathes (five existing and one new procurement) require adapter hardware to support the large diameter IXPE mandrels. As developer of the polishing lathes, Astro is uniquely qualified to develop and deliver the adapter hardware to precisely fit the polishing lathes and assure proper functioning of the lathes. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 332721 and 500, respectively. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 11, 2016. Such capabilities/qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
