INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Human Metabolome Technologies America, Inc., 24 Denby Rd Ste 217, Boston, MA, 02134-1606, to provide F-Scope Metabolomic Analysis services to NHLBI's Division of Intramural Research (DIR). BACKGROUND The DIR's Proteomics Core provides DIR researchers with access to mass spectrometry for identification and quantitation of proteins and their posttranslational modifications. In addition to providing researchers with access to state-of-the-art equipment, the Core conducts a variety of mass spectrometric analyses with the exception of capillary electrophoresis mass spectrometry (CE-MS) for targeted analysis. CE-MS is a relatively new technology that produces high separation efficiency and molecular mass information in a single analysis. It has proven to be much more effective than traditional LC- or GC-MS technologies in separating a unique set of metabolites. F-Scope analysis is a specialized form of CE-MS designed specifically for the study of hydrophilic and polar metabolites in biological samples. There is great demand throughout the DIR for F-Scope analysis, and, because the Proteomics Core is not equipped to perform such analyses, the DIR must outsource all requests for F-Scope analysis to a contractor. PURPOSE The purpose of this acquisition is to obtain dual-mode F-Scope analysis for 200 biological samples to aid in the research of hydrophilic and polar metabolites throughout the Division of Intramural Research (DIR) of the National Heart Lung and Blood Institute. JUSTIFICATION F-Scope analysis is a proprietary technology solely owned and operated by Human Metabolome Technologies, America (HMT). Although there is a small pool of companies that provide CE-MS targeted analysis, only HMT's F-Scope technology is capable of providing highly textured, minimally biased portrayals of hydrophilic and polar metabolites in host substances using complementary chromatographic and spectroscopic technologies, and strong post-machine statistical interrogation. No other CE platform on the market is capable of providing similar results. As a result, HMT is the only company capable of meeting the Government's need. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 541990, Other Scientific and Technical Consulting Services, and the Small Business Size Standard is $15.0 million. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-90 (October 25th, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by November 7, 2016 at 9:00AM EST and must reference synopsis number NHLBI-CSB-HL-2017-017-KMA.
