- This is a Sources Sought Notice. The Bureau of Reclamation, Mid-Pacific Region, is seeking small businesses capable of performing fire extinguisher maintenance services at its Folsom Dam (California) area offices. Folsom Dam is located approximately 20 miles northeast of Sacramento California. This notice is being issued to help the Government determine the availability of qualified small businesses capable of meeting the Government's requirement and to determine the method of acquisition, including whether a small business set-aside is possible. The services required are maintenance of approximately 212 portable fire extinguishers located throughout the Folsom Area Offices. Extinguisher types include but are not limited to: ABC 2.5, 5, 5.8, 10, 11 and 20#; DC 2.5, 5, 10, 17, 20# (ABC); CO2 10, 15 and 20#; Halon 17#; BC CO2 20#; Clean Agent 9.5#; and Ha 5#. Services will also include replacing expired or out of date units, estimated to be 25% of the units each year. Contractor employees working on site at Folsom will be required to pass a security background check prior to being issued a pass or badge. The Performance Work Statement, which will include a complete equipment list and security requirements, will be issued with the solicitation. The awarded purchase order is expected to be for one base year plus up to four option years. The pricing arrangement will be firm-fixed-price, with the contractor invoicing based on the actual number of extinguishers serviced as well as for replacement extinguishers. The North American Industry Classification System (NAICS) code for this requirement is 423990 ‘Fire extinguisher sales combined with rental and/or service', which has an associated small business size standard of 100 employees. This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals and the Government will not be responsible for any costs incurred by the respondents to this notice. The notice is for research and information purposes only. No award will be made as a result of this notice Any businesses with the capability to perform the requirement under the applicable NAICS code are encouraged to submit a response to this notice. As shown below, businesses may suggest an alternate NAICS if they believe 423990 is incorrect. The information requested is: 1. Company name, address, DUNS number, and point of contact name and email address; 2. Business size and small business size classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.); 3. Information that would demonstrate that your business has the capability and resources to meet the specifications of the requirement; 4. Your opinion as to whether a NAICS code other than 423990 is appropriate for this requirement; and; 5. Your intent to submit a quote if a solicitation is issued.
