- COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation document is issued as a request for proposal (RFP). Submit written proposals for RFP number DOL-17OCIOCIONAT-0010. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91. (IV) The associated NAICS code is 541519. The small business size standard is $27.5M. (V) This combined solicitation/synopsis is for purchase of the following commercial services: •1. Background. A. The Department of Labor, Office of the Chief Information Officer (OCIO) requires the annual renewal of the IBM Security AppScan Standard Floating User Subscription and support services. This subscription and support renewal provides security scanning capabilities of OCIO supported enterprise application systems. By using this software to scan web and mobile applications prior to deployment to the ECN/DCN production environment, the software identifies security vulnerabilities and generates reports and fix recommendations. B. Technical Objectives To maintain current subscription services and any necessary support services to utilize the product during the subscription period. SERVICES TO BE PERFORMED A. General Requirements • The vendor shall install and configure the software. The configuration baseline for all components shall comply with the latest government security compliance standards. • The vendor shall provide a soft copy of the documentation that details the specific DOL installation, configuration, optimization and operational activities required to maintain the software solution. The documentation shall be in an electronic format that can be edited by Microsoft Office or Adobe. • The vendor shall train IT personnel responsible for the administration and management of the solution. • The vendor shall provide means for contacting their Technical Support services department for technical issues associated with the software solution. • The vendor shall furnish all materials, and services specified: B. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
