Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is HSFE04-17-R-0003 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91. The associated North American Industrial Classification System (NAICS) code for this procurement is 238990 with a small business size standard of $15.00M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-11-01 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be lumber jack, NC 28357 The DHS Federal Emergency Management Agency requires the following items, Purchase Description Determined by Line Item, to the following: Base Period of Performance: 11/06/2016 - 11/06/2017 LI 001: Hauling and Installation?All Equipment, Supplies, and Labor to Haul and Install assigned Park Models and Mobile Homes, 1, EA; LI 002: Transition Period--All Parts equipment, supplies, and labor to posture each MHU in order to meet the Habitability Government Contract Standards, 1, EA; LI 003: Maintenance---All parts, equipment, supplies, and labor to maintain the assigned Park Model and Mobile Homes, 1, EA; LI 004: Deactivation--All parts, equipment, supplies and labor to deactivate the assigned Mobile Homes and Park Models, 1, EA; LI 005: Mileage over 150 miles--Mobile Home/Park Models (covers deactivation, installation, re-installation and re-location), 1, EA; LI 006: Reinstallation--All parts, equipment, supplies, and labor to reinstall the assigned Mobile Home/Park Models, 1, EA; LI 007: Mobile Homes and Park Models monthly maintenance per assigned unit, including routine and preventative maintenance, making repairs, providing pest control services as required, 1, EA; LI 008: Emergency eliminate Maintenance Service Calls to a threat or hazard to the health safety or security of the occupant, 1, EA; LI 009: Clean and make ready (Only to be used when the unit is to be reoccupied), 1, EA; LI 010: Emergency temporary motel housing/occupant, 1, EA; LI 011: 24 hour call center for maintenance and operations for emergency repairs and after hour support, 1, EA; LI 012: Miscellaneous maintenance, additional steps400 EA beyond two that is included in basic set up; winterization of pipes, USAF ramp up to 30 ft and over platform steps, water line greater that so feet, power/pole/pedestal repositioning, meter loop, extending direct wiring, 200 AMP services over so feet. This CLIN can also include additional items that are not itemized in CLINS, 1, EA; LI 013: There 3 types of living kits: Kit A is for bedrooms with double beds. Kit B is for bedrooms with 2 twin beds or with bunk beds Kit C is the general living kit. There are two different vendors one vendor has packaged all items in one box, the other vendor has packaged all items except for trashcans in one box, the trashcan comes separately. To equip an MHU you put one general living kit and the appropriate number and type of bedroom kits in to the MHU. Example 1)A two bedroom MHU with double beds in both bedrooms will get two of the kit A and one of the kit C 2)A three bedroom with double beds in all three bedrooms will get three of the kit A and one Kit C 3)A three bedroom with double beds in two bedrooms and one or two twin beds in the third bedroom will get two of the kit A, one of the kit B and one kit C. The bedroom living kits are set up for two people with sheets for the bed, towels, pillows etc., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DHS Federal Emergency Management Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Federal Emergency Management Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
