Description
N66001-17-R-0012 - Notice of Intent to Award Sole Source Contract INSITU INC. UAS Systems Support for SSCPAC Technology Demonstration The Space and Naval Warfare Systems Center Pacific (SSC Pacific), intends to award a contract on a Sole Source basis to INSITU Inc. of Bingen WA. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1. A Request for Proposal (RFP), N66001-17-R-0012, using other than full and open competition will be issued in anticipation of contract award number N66001-17-D-0012. The Product Service Code (PSC) is 1560 and applicable North American Industry Classification System (NAICS) code is 336411. It is anticipated that test support and modifications to Navys flight certified INSITU manufactured UAS, will be acquired on a cost-plus-fixed-fee basis, while training on the UAS is anticipated to be acquired on a firm-fixed-price (FFP) basis. The total estimated dollar value of this action is $2,010,000.00 which includes a level of effort required to support this work of approximately 4,800 hours. The proposed procurement action is anticipated to result in an indefinite delivery/indefinite quantity (IDIQ) contract with a three-year base period of performance and one two-year option period with contract award date by 15 January 2017. The contract will include the procurement of UAS components and subsystems and related engineering services including design, analysis, development, fabrication, integration, assembly, installation, testing and training. The anticipated contract requirements support SSC Pacific advanced sensor technology demonstration projects flying on INSTU UAS. INSITU is the manufacturer of Navy owned ScanEagle and RQ-21A certified systems, and maintains the associated intellectual property and data rights to those systems. As such INSITU is the only source of the UAS modifications which would not result in substantial duplication cost to the government. This notice of intent is not a request for proposal.
