Description
The 319th Contracting Flight intends to solicit a 100% small business set-aside for a Multiple Award Task Order Contract (MATOC) program. The MATOC is a competitive Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for construction requirements based on a general statement of work which will be further defined within each individual task order. This is a pre-solicitation notice only. Tentative solicitation release date is 16 November 2016. The contractor shall furnish all plant, labor, materials, equipment, supplies, design and supervision necessary to accomplish task orders awarded under JFSD201520, MATOC Basic Contract, in strict accordance with task order construction documents. Typical project task orders will consist of multiple construction trades and design (up to 35%) and construction to include maintenance, repair, alteration, and new construction of real property facilities supported by Grand Forks AFB, ND and Cavalier AFS, ND. The period of performance is expected to be one (1) twelve (12) month base contract period, with four (4) twelve (12) month option periods and an additional six (6) month extension of services period if needed. The project performance period shall be established for each individual task order. The Government anticipates making up to five (5) MATOC awards with up to three (3) on-ramp selections. The cumulative MATOC value (combined value of all task orders from all awarded contracts) is estimated NTE $75,000,000 over a five year period. The value of individual task orders ranges from $2,000 to $4.9M. Work to be performed under the MATOC will be within the North American Industry Classification System (NAICS) code 236220. The Small Business Size standard is $36.5 Million. This acquisition will be solicited as 100% small business set-aside. All contractors MUST be registered in the SYSTEM FOR AWARD MANAGEMENT (SAM) database or their proposal WILL NOT be considered for award. Contractors can obtain further information on the SAM database at the website https://www.sam.gov. This solicitation will only be available by downloading the solicitation from http://www.fedbizopps.gov. No paper copies or CD-ROMS will be issued.
