Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: New IDIQ Contract for FMVSS No. 214, "Side Impact Protection Compliance Test Program" Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to perform inspection and compliance testing services to determine conformance of motor vehicles to the requirements of the Federal Motor Vehicle Safety Standards (FMVSS) and that possess a fully operational test laboratory capable of performing inspection, reporting and compliance testing services to support the NHTSA Enforcement Compliance Test Program. The data generated in these studies will provide the results of testing to FMVSS No. 214, "Side Impact Protection Compliance Test Program," which sets forth the minimum performance requirements for these test procedures to test materials and conduct dynamic impact tests to ensure they meet the minimum strength requirements. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Office of Vehicle Safety Compliance conducts extensive research, development, testing, crash investigation, and data collection and analysis activities to provide the scientific basis needed to support the Agency's motor vehicle and traffic safety goals. In addition to supporting internal NHTSA efforts, NHTSA-sponsored research provides high-quality publicly-accessible data that serves as the basis for countless other research endeavors. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, the National Highway Traffic Safety Administration promulgates Federal Motor Vehicle Safety Standards (FMVSS) through vehicle compliance testing under IDIQ Multi-Standard Vehicle Testing Contracts. Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable safety standards. Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable Federal motor vehicle safety standards (FMVSS). Title 49, United States Code, Chapter 301, Sec. §30111(e) states that the Secretary of the United States Department of Transportation (DOT) shall establish and periodically review and update on a continuing basis a 5-year plan for testing motor vehicle safety standards (i.e., Federal motor vehicle safety standards). The National Highway Traffic Safety Administration (NHTSA), Office of Vehicle Safety Compliance (OVSC) assists the Secretary in meeting the statutory requirement by administering annual Compliance Test Programs. Under the Compliance Test Program, OVSC randomly selects vehicles and items of motor vehicle equipment for compliance testing by qualified independent testing laboratories. OVSC relies upon test data and analyses generated by the qualified independent testing laboratories to determine whether manufacturers' certifications are valid. Objective: The objective is to procure inspection and compliance testing services of child restraint systems to ensure that the Government can determine whether the results of side impact tests of motor vehicles, comply with the requirements of FMVSS No. 214, "Side Impact Protection Compliance Test Program" to meet the requirements of the safety standards. NHTSA requires contracts with qualified independent test laboratories capable of fulfilling all contract requirements while generating irrefutable test data and analyses based on sound engineering principles. The Contractor shall provide compliance testing contract procures inspection, testing and reporting services from a qualified independent testing laboratory capable of meeting this objective. The test data and analyses generated by the testing laboratory shall support OVSC's determinations whether vehicle manufacturers' certifications to the dynamic requirements of FMVSS No. 214, "Side Impact Protection" are valid. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: B.l SUPPLIES/SERVICES The Contractor shall provide the necessary qualified personnel, facilities, materials, supplies, equipment, and services as identified in the SOW, which are necessary to perform the Compliance Test Program for the following Federal Motor Vehicle Safety Standards (FMVSS) and Federal Motor Vehicle Regulations (FMVR): FMVSS No. 214, "Side Impact Protection Compliance Test Program" At the time of award the contractor must have all necessary personnel, facilities and equipment. Results of work conducted under this contract will facilitate the reduction of motor vehicle crash-related injuries and fatalities. Documentation of technical expertise must be presented in sufficient detail for NHTSA to determine that your company has the capability and experience to successfully perform the work. At a minimum, responses to this notice shall include the following information: I. Vendor Information (a) Company Name (b) Address (c) Point of contact (d) Phone, fax, and email (e) DUNS number (f) NAICS code(s) (g) Type of small business, e.g. SDB, 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB II. Capability Statement Include business background/history, areas of expertise, unique capabilities and resources and experience of key personnel, highlighting their education and technical experience as it relates to your business. III. Past Performance Include a list that identifies the name, address and contact person for at least three of your key customers, past or present and a brief description of the work performed. For each work effort, identify whether your company was the prime or subcontractor. Provide copies of any formal, written evaluations of your company's performance. Specific Requirements 1. Fully Operational Test Site The Contractor shall possess and maintain a fully operational test site furnished with qualified personnel, facilities, equipment and test devices necessary to perform inspection, compliance testing and reporting services in accordance with the terms and conditions of the contract. The Contractor's fully operational test site shall be sufficiently staffed to perform and complete testing and associated inspections and, generate and submit deliverables (i.e., status reports, test reports and high speed test video) within prescribed timetables. 2. Test Procedures The Contractor shall perform all work in accordance with the federal regulations and OVSC test procedures listed below; i. Title 49, 571.214 - Dynamic testing requirements of FMVSS No. 214 (S7.2.1 and S9) ii. Title 49, Part 572, Subpart U and Subpart V, Anthropomorphic test device regulations iii. Federal Acquisition Regulation (FAR) Part 45, Government Furnished Property iv. OVSC Test Procedures (TPs) •a. TP-214D-09: FMVSS No. 214, Dynamic Side Impact Protection, Moving Deformable Barrier (MDB) Test Requirements •b. TP-214P-0l: FMVSS No. 214, Dynamic Side Impact Protection, Rigid Pole Side Impact Test Requirements c. TP-572U-00: Part 572, Subpart U, Performance Calibration Requirements d. Government Furnished Property (GFP) Government Furnished Property means property in the possession of, or directly acquired by, the Government and subsequently furnished to the contractor for performance of a contract. The Government shall furnish the following property to the Contractor for use in the performance of this contract: Test vehicles : The Government will arrange delivery of test vehicles to the Contractor's point of receipt. The Contractor shall inspect each test vehicle immediately upon delivery. Anthropomorphic test devices (ATDs): Part 572 Subpart U and V anthropomorphic test devices (referred to as side impact test dummies (SIDs)) will be furnished to the Contractor by NHTSA's Dummy Management Laboratory. Upon delivery, the Contractor shall inspect for condition and fully calibrate each ATD. The Contractor shall document the inspection and calibration and provide the results to the Government no later than 30 days after receipt. The Government shall furnish the ATDs with load cells to measure abdomen and pelvis forces, and chest displacement transducers to measure chest deflections. The Contractor shall furnish and install in each appropriate ATD sensors (i.e., accelerometers) to measure head and spine accelerations. 4. Calibration Requirements The Contractor shall maintain a test instrumentation calibration system that assures calibration schedules are met in accordance with applicable Test Procedures. 5. Test Data Results Day of Test : The Contractor shall provide preliminary test data results to the COR no later than two hours after the test. The parties may agree to extend the time for submitting test results in order to address equipment failures or data acquisition problems. Any request for additional time to report test results shall be submitted by the contractor in writing via e-mail to the COR. The Contractor shall not release test data to members of the public including any approved members of the public observing the tests without COR approval. Test Report and other Deliverables: The Contractor shall furnish test reports and deliverables for each test performed. The draft and final reports shall be formatted as specified in the OVSC test procedures. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
