Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Technical Support for the Not-in Traffic Surveillance System Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide technical and analytical support for the Non-Traffic Surveillance System, produce a data set and analytical tables, and finally document all processes. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA 70 IT Schedule holding contractors listed under SIN 132 51, Information Technology Professional Services and/or C1 FA2, Computer Systems Design Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The Non-Traffic Surveillance (NTS) system is a virtual data collection system designed to provide counts and details regarding fatalities and injuries that occur in non-traffic crashes and in non-crash incidents. The non crash incident portion consists of a non crash injury database. It uses a file from a special study collected for NHTSA by the Consumer Product Safety Commission's National Electronic Injury Surveillance System All Injury Program (NEISS-AIP). This is a special file of medical records containing information on a statistical sample of injuries seen in emergency departments. Frequent types of non-crash injury incidents include injuries while entering or exiting vehicles (boarding or alighting), injuries from closing doors. overexertion while unloading cargo from a vehicle or pushing a disabled vehicle, cuts from parts of the vehicle, striking a vehicle or struck by a part of the vehicle falls from or against vehicles incidents involving jacks or hoists, and radiator or antifreeze bums. There are four variables entered at the hospital and two variables entered at CPSC that were used by NHTSA to identify and classify passenger vehicle non crash injuries. The variables coded at the hospital include the product code, the intent variable, the diagnosis variable, and narrative description. The variables coded at CPSC include precipitating mechanism and the occupant variable. The product variable is entered at the hospital. The motor vehicle product code is used whenever a motor vehicle is involved in an injury scenario. The product code on a record shows that the product was mentioned in the description, but does not indicate that the product played a direct role in causing the injury. The set of possible non crash injuries consists of all NEISS-AIP cases with motor vehicle codes. OBJECTIVE: The Contractor shall be responsible to to provide technical and analytical support for the Non-Traffic Surveillance System, produce a data set and analytical tables, and finally document all processes. The Contractor shall establish a baseline framework to document efforts. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Contractor shall provide technical and operational support on an ongoing basis to develop products and services outlined in the task order that meet the requirements of NHTSA. SPECIFIC REQUIREMENTS At a minimum, the Contractor shall support the following goals: C.3.2 Base Level of Effort Requirement •· Database Manipulation and Query Techniques •· Database Operations in Support of Data Processing and Documentation •· Report Planning, Preparation. and Dissemination •· Technical Writing •· Word Processing For the purposes of all objectives, the support staff shall be qualified in the following software areas as listed below, but not limited to: Internet Explorer MS-Excel MS-Word Statistical Analysis System (SAS) Windows WinZip C.3.3 Provide Technical Support for Non-Traffic Surveillance System (NTSS) Using the procedures and methodologies developed in the previous contract for this work (including SAS programs), the contractor shall provide technical support to review data files submitted by the Consumer Product Safety Commission (CPSC) National Electronic Injury Surveillance System All Injury Program (NEISS‑AIP) for proper inclusion in the NTS. In addition, the contractor shall document the process used to achieve the proper flow and processing of data. The Contractor shall provide analyses that will include univariate statistics such as frequencies, means, and totals with confidence intervals as appropriate and bivariate tables. For the NEISS data and any other complex survey data, the Contractor must use statistical procedures for complex survey designs that take into account the sample deign. For each data analysis task, the Contractor shall produce a report that describes the methodology used to analyze the data, summarizes the results including annual estimates and appropriate confidence intervals for identified hazard patterns, and describes the circumstances surrounding these hazard patterns. C.3.4 Required tasks: Monthly review of 5% (approximately 450) of motor vehicle cases not included in the study. SAS programs have been developed to assist with review. Monthly review of motor vehicle study cases to understand the classification and coding process. Occasionally review motor vehicle cases in response to a NHTSA request to locate a particular injury mechanism. Create a final weighted data set using appropriate weights as supplied by the NEISS-AlP program. Produce appropriate spreadsheets representing at least the significant incident types, injury mechanisms, ages, and locations of the incidents. Document methodology used in conducting tasks C.3.3 Tables Produced The Contractor shall produce tables including but not limited to: Annual average injuries by the type of hazard pattern by age group of injured person by sex of injured person by location by disposition of injured person by type of involved vehicle by motion of involved vehicle by position of injured person relative to vehicle by diagnosis Hazard pattern by location Age group of injured person by type of hazard pattern Examples of previously produced tables can be found at: ftp://ftp.nhtsa.dot.gov/NiTS/Noncrash%20injuries/2011-2012/ Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein.
