- RFP Attachment M Attachment L Attachment K Attachment J Attachment I Attachment H Attachment G Attachment F Attachment E Attachment D Attachment C Attachment B Attachment A ****THIS IS THE SOLICITATION FOR ATIP SUPPORT SERVICES This is a Request for Proposals (RFP) for support services for the U.S. DOT Federal Railroad Administration (FRA) Automated Track Inspection Program (ATIP). Proposals are due December 1, 2016 at 12:00 pm local D.C. time. FRA's Office of Railroad Safety has a requirement for contracted services supporting ATIP provides guidance and understanding regarding on-track safety requirements, geometry measurement technology, operation, and national deployment of the FRA track geometry inspection cars. Under the statutes mandated by Congress, ATIP conducts operational surveys of the United States rail transportation network to determine railroad compliance with the Federal Track Safety Standards (TSS) and national defense. The program is managed by FRA's Office of Railroad Safety and logistic support is provided under contract for these compliance surveys. Further details are included in the solicitation The Government contemplates a multiple award Indefinite-Delivery/Indefinite-Quantity hybrid contract. This procurement will be conducted as full and open competition and award will be made on a "best value" basis to the Offeror(s) that, in the Government's estimation, provide the greatest overall benefit in response to the requirement. The anticipated period of performance will be a one-year base period with four one-year option periods. The deadline for submission of any questions pertaining to the solicitation requirements is November 15, 2016 at 12:00 noon local D.C. time. It will be at the Government's discretion to respond to any questions submitted after that deadline. All responses to questions, clarifications, and/or comments deemed necessary by the Contracting Officer will be provided via amendment to the solicitation. Interested parties are advised to monitor the above website and FedBizOpps (fbo.gov) for any updates regarding the solicitation. No paper copies will be furnished.
