Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Federal Interagency Committee on Emergency Medical Services (FICEMS) and National Emergency Medical Services Advisory Council (NEMSAC) Support Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide logistic support for the scheduled meetings of the FICEMS and the NEMSAC and their respective subcommittees and to develop related reports to NHTSA and the other federal agencies, as appropriate. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The mission of the National 911 Program, which is housed within NHTSA's Office of Emergency Medical Services (OEMS), is to provide Federal leadership and coordination in supporting and promoting optimal 911 services. This Federal "home" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services; collecting and creating resources for local and state 911 Authorities who operate the 911 system; and administering a grant program specifically for the benefit of 911 Public Safety Answering Points (PSAPs). A comprehensive, coordinated emergency medical services (EMS) system is essential to ensure quality care and prompt response to incidents ranging from automobile crashes to catastrophic weather or terrorist attack. The EMS system is a crucial part of our health care safety net. Currently more than seven federal agencies are involved in various segments of the EMS system, but their efforts were not effectively coordinated with State, tribal and regional EMS and 9-1-1 systems until very recently. Likewise, there are numerous public and private EMS stakeholder groups representing myriad of components of the EMS system. These system complexities necessitate careful coordination. The 2005 U.S. Department of Transportation Reauthorization Bill (SAFETEA-LU) included the authorization of the Federal Interagency Committee on EMS (FICEMS), with NHTSA providing administrative support. The FICEMS authorizing language can be found at http://ems.gov/pdf/ficems-bill.pdf. This new FICEMS held its first meeting on December 8, 2006, and has been very active for the past ten years. FICEMS generally meets twice per year, while its staff level Technical Working Group and five subcommittees meet, primarily by teleconference, monthly. In addition, DOT has established a National EMS Advisory Council (NEMSAC) pursuant with the Federal Advisory Committee Act (FACA) that provides a mechanism for individuals representing all the various sectors of the EMS system to provide input regarding how NHTSA, and its Federal partners, should proceed with EMS system development and support. The NEMSAC generally meets three to four times per year and this group also has five or six committees that meet, primarily by teleconference or other electronic means, approximately monthly. NEMSAC is authorized under Section 31108 of the Moving Ahead for Progress in the 21 st Century Act of 2012. OEMS has no direct statutory authority to mandate the use of these programs and products, and so must rely in the engagement of EMS and 911 stakeholders to expand their use by the EMS and 911 communities. OEMS seeks to promote the expansion and utilization of its successful projects by actively marketing projects of relevance to appropriate stakeholders using language they will understand and react positively toward. The ultimate success of the projects funded by OEMS is dependent upon all appropriate stakeholders having awareness and knowledge of these projects and their potential benefits. Only through actively marketing specific OEMS programs and projects will this level of awareness be realized. OBJECTIVE: The Contractor shall be responsible to provide logistic support for the scheduled meetings of the FICEMS and the NEMSAC and their respective subcommittees and to develop related reports to NHTSA and the other federal agencies, as appropriate. Such support would include planning and travel logistics (including payment), as needed, for all participants, coordination of set up for meeting venues, documentation of meeting deliberations, in accordance with FACA regulations, as applicable. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Contractor shall review additional materials relating to earlier meetings of both FICEMS and NEMSAC available at www.EMS.gov to gain a thorough understanding of the FICEMS Statutory language and Concept of Operations as well as the NEMSAC Statutory language and the Charter. Due to the nature, complexity and sensitivity of the project, the Contractor should anticipate close and frequent interactions with the COR and other relevant NHTSA staff, necessitating on-site staffing at NHTSA headquarters approximately three days/week, if approved. The Contractor's personnel should also expect significant personal communication with NHTSA staff in the course of planning for, conducting and documenting meetings of FICEMS and NEMSAC. The Contractor's lead Project Manager should expect frequent contact with the COR to discuss such issues as work accomplished to date, progress in specific areas, and any changes in approach that the Contractor deems necessary. C.5 SPECIFIC REQUIREMENTS 1 Planning and Preparation for FICEMS Meetings The Contractor shall identify several possible meeting spaces for at least two FICEMS meetings per year. The Contractor shall provide meeting room set up and arrangements, including audio visual equipment, notepads and easels for at least two meetings of the Federal Interagency Committee on EMS (FICEMS) per year and shall arrange for a note taker to create meeting minutes of full FICEMS meetings. Final selection of meeting space will be made by the COR. 2 Planning, Preparation and Travel Logistics for NEMSAC Meetings The Contractor shall make arrangements for a series of four meetings per year of the National EMS Advisory Council (NEMSAC). The Contractor shall be responsible for coordinating and funding the travel, lodging and per diems of up to 25 non-Federal persons identified as NEMSAC members and others as approved by NHTSA at each NEMSAC meeting. The Contractor shall provide webinar and telephone services for up to two (2) public meetings of NEMSAC held remotely. The Contractor shall also ensure that there is adequate meeting space and meeting services for the NEMSAC members, Federal agency representatives and other interested guests, as well as for any scheduled face-to-face committee meetings. 3 Attend FICEMS and NEMSAC Meetings - Provision of Administrative Support The Contractor shall attend all meetings of FICEMS and NEMSAC and their committees to ensure all administrative logistics are addressed. The Contractor shall support the planning, scheduling, logistics, and note taking and follow up for all committee meetings. The contractor shall develop draft minutes of the FICEMS meetings, for NHTSA review and edit. There are currently nine (9) FICEMS and NEMSAC committees that each meet approximately once per month for one hour. The Contractor shall furnish web-based conference or "screen sharing" technology (such as WebEx, JoinMe or GoToMeeting, etc.) for each committee meeting, as well as conference call bridge lines. The Contractor shall also take official minutes of the full NEMSAC open meetings and shall prepare draft minutes for Agency review and edit. 4 Production and Distribution of Meeting Materials The Contractor shall produce and distribute related meetings materials including agendas and reference materials, as agreed to with NHTSA, for both FICEMS and NEMSAC meetings. The Contractor shall provide sufficient copies for FICEMS and NEMSAC members and for anticipated guests. 5 Completion of FICEMS Reports The Contractor shall support, as needed, completion of a report containing recommendations for actions on the part of specific Federal agencies to support EMS, and assist with development of an Annual Report to Congress on all activities of the Federal Interagency Committee on EMS. 6 Completion of National EMS Advisory Council Report The Contractor shall support, as needed, completion of the Annual Report of the National EMS Advisory Council, to the Secretary of DOT, as stipulated in the Statute. 7 Completion of NEMSAC Committee Reports The Contractor shall include in the NEMSAC Report described in Task #6 the reports/advisories of each of the five committees of NEMSAC. 8 Completion of "White Papers or Emerging Issue Papers" at the Request of NEMSAC and NHTSA". The Contractor shall produce "white papers" at the request of NEMSAC and with the approval of the NHTSA COR on a variety of EMS topics. The Contractor shall coordinate with NHTSA in the selection and recruitment of Lead Authors for each white paper, will manage the timely completion of all documents, and will be the point of contact with the COR. Each paper shall have a Lead Author who is nationally recognized as a leader in the specific subject area. A document-specific work plan, outlining the methodological approach for each topic will be developed and submitted for approval by the COR. It is anticipated that all of the papers will include a review of the relevant scientific literature; some papers may also, if approved by NHTSA, include solicited stakeholder or expert input while developing background information and options for potential actions for consideration of NEMSAC. It is imperative that the contractor and subcontractor meet all of the requirements described in the Paperwork Reduction Act (PRA) when obtaining information from stakeholders and that no surveys be undertaken that would require OMB approval. The Contractor or Lead Authors shall provide up to two briefings annually to the NEMSAC, as requested. In all instances, these products and services must be developed and completed within strict timeframes described in the Deliverables and Due Dates section of this Statement of Work or in a document-specific work plan to be submitted and approved after project initiation. 9 Assist with NEMSAC Appointment Process Beginning in the Fall of 2017, the Contractor's Technical Assistance Coordinator shall assist the Contracting Officer's Representative in supporting the logistics, planning and execution of the NEMSAC appointment process with NHTSA staff. This shall include the following: Organize and track applications and supporting documentation; coordinate internal meetings across the interagency; and assist with development of application process and public notice. Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
