Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Dispatcher-Assisted CPR Best Practices Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide marketing, communications, technical writing, and support to engage all appropriate stakeholders to prepare a consensus document identifying best practices for dispatcher-assisted CPR. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The mission of the National 911 Program, which is housed within NHTSA's Office of Emergency Medical Services (OEMS), is to provide Federal leadership and coordination in supporting and promoting optimal 911 services. This Federal "home" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services; collecting and creating resources for local and state 911 Authorities who operate the 911 system; and administering a grant program specifically for the benefit of 911 Public Safety Answering Points (PSAPs). OEMS will require marketing, communications, technical writing, and support, engage all appropriate stakeholders to manage a project to complete a consensus document identifying best practices for dispatcher-assisted CPR. The Contractor shall initiate an invitational summit and/or working meeting that brings together multi-disciplinary experts and stakeholders, including dispatch instruction software vendors, CPR experts, 911 organizations, American Heart Association, field providers and patient advocates. This project would hire a contractor to work with all appropriate parties in the 911 community to prepare all documents. OEMS has no direct statutory authority to mandate the use of these programs and products, and so must rely in the engagement of EMS and 911 stakeholders to expand their use by the EMS and 911 communities. OEMS seeks to promote the expansion and utilization of its successful projects by actively marketing projects of relevance to appropriate stakeholders using language they will understand and react positively toward. The ultimate success of the projects funded by OEMS is dependent upon all appropriate stakeholders having awareness and knowledge of these projects and their potential benefits. Only through actively marketing specific OEMS programs and projects will this level of awareness be realized. OBJECTIVE: The Contractor shall be responsible for successfully facilitating the Summit, producing drafts of the best practices document with broad EMS and 911 community input and submitting a final product that meets NHTSA and community expectations. The Contractor shall develop products and services outlined in the task order that meet the requirements of the NHTSA Office of EMS and its National 911 Program as well as all applicable industry standards. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Contractor shall provide technical and operational support on an ongoing basis to develop products and services outlined in the task order that meet the requirements of the NHTSA Office of EMS and its National 911 Program as well as all applicable industry standards. The Contractor shall utilize subject matter experts to create a draft best practices document for broad community review and comment. The Contractor shall work with NHTSA to finalize and post document on EMS.gov and 911.gov. C.5 SPECIFIC REQUIREMENTS The Contractor shall provide technical support and services to prepare a consensus document identifying best practices for dispatcher-assisted CPR. Additionally, the Contractor shall initiate an invitational summit and/or working meeting that brings together multi-disciplinary experts and stakeholders, including dispatch instruction software vendors, CPR experts, 911 organizations, American Heart Association, field providers and patient advocates. The following list of Milestones and Deliverables shall be provided: 1. Facilitate Summit and/or working meeting 2. Draft document 3. Public and expert input and comments 4. Finalize and post on EMS.gov and 911.gov Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
