***** PRE-SOLICITATION VA101V-17-Q-0534 ***** THIS IS NOT A REQUEST FOR COMPETITIVE BIDS OR QUOTES AT THIS TIME. ****** THIS IS A PRE-SOLICITATION NOTICE ONLY ****** The VBA Regional Office, Sioux, Falls intends to solicit and negotiate a firm-fixed-price contract for a contractor to procure and install a security camera system. A Request for Quotes (RFQ) for this project is estimated to be released on or about November 7, 2016. Details of all dates and events, including site visit will be available in the upcoming solicitation. Interested parties are encouraged to periodically re-visit the Federal Business Opportunities (FBO) website: www.fbo.gov for further information concerning this intended acquisition. All Products listed in the solicitation shall be of Name Brand or Equal Specifications. Project Description: The contractor shall furnish and install five (5) Axis Multi Sensor Outdoor IP Cameras Minimum of 8-megapixel The contractor shall furnish and install five (5) Axis T94M02D Pendant Kits The contractor shall furnish and install five (5) Axis T91D61 Wall Mounts The contractor shall furnish and install five (5) Axis T91A64 Corner Brackets The contractor shall furnish and install one (1) Axis P3365-V Minimum 2-megapixel, Fixed Vari-focal, Interior The contractor shall furnish and install one recording server with the following specifications (Note: operating system will not be required to be installed): Dell PowerEdge R530, Intel Xeon E5-2600 v4, 2.2GHz, 25M Cache, 8.0GT/s, QPI, Turbo, HT, 10C/20T, 128GB RDIMM, 2400MT/s, Dual Rank, x4 Data Width, PERC H730 Integrated RAID Controller, 1GB Cache, 120GB Solid State Drive SATA Boot 6GBPS 2.5in Hot-Plug Drive, Qty 6 8TB Seagate Enterprise 12 GB/Sec SAS 3.5 Drives (40GB RAID-5 Total), DVD ROM, SATA, Dual, Hot-Plug, Redundant Power Supply (1+1), 1100W, ReadyRails Static Rails For 2/4-Post Racks, Bezel Camera installation includes mounting and ends to terminate the cable at the patch panel located in the Veterans Benefits Administration OI&T switch room in Building 38. Each camera will include the Milestone Professional Software. The existing Milestone System will be converted into the new system by means of trade-in credit towards the existing software. The server will be able to record and store 60-days of recorded footage for up to 25 cameras. The contractor shall furnish and install CAT6 Plenum wiring. Cabling will be hung in cable tray, conduit, or properly suspended and terminated into a VA provided patch panel. The contractor shall furnish all labor, machinery, freight and delivery, materials, tools, and equipment necessary to accomplish the required work. All materials are new and of quality grade standard manufacture and first class in every aspect. All work shall be performed by competent installers, skilled in their trade and shall be executed in a thorough, substantial and workmanlike manner. Any and all permits and licenses required for this project must be obtained by the proposer and must be included in the proposed price. This acquisition will be awarded under the Veterans First Contracting Program as a total 100% set-aside to eligible Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. The applicable North American Industry Classification (NAICS) code for this procurement is 561621 Security Systems Services. The Small Business size standard is $20.5 Million.
