Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: National Next Generation 911 Roadmap / Agenda Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to manage the facilitation of a process to engage the 911 stakeholder community in the creation and completion of a National Next Generation 911 (NG911) Roadmap/Agenda document that specifies both technical and nontechnical tasks that must be completed at the national level, in order for a fully operational, integrated NG911 system. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA's Office of Emergency Medical Services' (OEMS) mission is to reduce death and disability by providing leadership and coordination to the EMS community in assessing, planning, developing, and promoting comprehensive, evidence-based emergency medical services and 9-1-1 systems. Furthermore, t he mission of the National 911 Program, which is housed within NHTSA's Office of EMS, is to provide Federal leadership and coordination in supporting and promoting optimal 911 services. This Federal "home" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services; collecting and creating resources for local and state 911 Authorities who operate the 911 system; and administering a grant program specifically for the benefit of 911 Public Safety Answering Points (PSAPs). OEMS has no direct statutory authority to mandate the use of these programs and products, and so must rely in the engagement of EMS and 911 stakeholders to expand their use by the EMS and 911 communities. OEMS seeks to promote the expansion and utilization of its successful projects by actively marketing projects of relevance to appropriate stakeholders using language they will understand and react positively toward. The ultimate success of the projects funded by OEMS is dependent upon all appropriate stakeholders having awareness and knowledge of these projects and their potential benefits. Only through actively marketing specific OEMS programs and projects will this level of awareness be realized. The National 911 Program convenes stakeholders to establish best practices with the goal of supporting the 911 community in providing improved 911 services. NHTSA leverages its investment by pursuing strategic national initiatives that are supported by national 911 organizations and executed in conjunction with federal partners. These investments, combined with the enthusiastic implementation of a dedicated national 911 community help ensure success in generating sustainable national 911 system improvements. OBJECTIVE: The objective is to manage the facilitation of a process to engage the 911 stakeholder community in the creation and completion of a National Next Generation 911 Roadmap/Agenda document that specifies both technical and nontechnical tasks that must be completed at the national level, in order for a fully operational, integrated NG911 system of systems to be accomplished. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: According to data collected by the National 911 Profile Database, many states are implementing NG911, and are looking toward interconnection with other states. There are tasks (both technical and nontechnical) that probably should be completed at the national level, if a nationwide "system of systems" is to be achieved that interconnects all state NG911 networks. Some of these tasks could be completed by the federal government. Others are best addressed by other organizations, but at the national level. To date, this list of tasks has not been composed. The Corp. Capability Statement should address their experience of the contractor, to facilitate and coordinate groups of stakeholders and produce written reports as evidence of the contractor's capability to a produce a National Next Generation 911 Roadmap/Agenda document that specifies both technical and nontechnical tasks that must be completed at the national level, in order for a fully operational, integrated NG911 system of systems to be accomplished. Stakeholder consensus and coordinated efforts by the 911 stakeholders at the local, regional, state, national and federal levels are instrumental in ensuring the full implementation of Next Generation 911. A national plan would best be developed and adopted by those who will carry it out - the 911 stakeholders. The National 911 Program, as the Federal "home" for 911 plays a critical role by coordinating public and private sector efforts that support 911 services. This program is uniquely suited to bring together representatives of all sectors of the 911 stakeholder community, to decide for itself, which activities, both technical and nontechnical, must be accomplished in order to achieve full NG 911 deployment. C.6 SPECIFIC REQUIREMENTS Specifically, the Contractor shall perform the work outlined below to accomplish objectives of this project: C.6.1 - Start-up Teleconference/Meeting The Contractor shall confer by telephone with the COR and other appropriate NHTSA staff to review the objectives and the approach to reach these objectives. C.6.2 - Written Work Plan The Contractor shall, within 10 business days, submit a draft written work plan, delineating all milestones and deadlines for activities and deliverables to be completed as part of this project. OEMS staff will provide written edits to this plan within 10 business days. The Contractor shall then produce a final written work plan within 10 business days of receiving OEMS edits. C.6.3 - Monthly Progress Report / Monthly Update Conference Call The Contractor shall submit a written progress report on all aspects of the project and its management, and shall conduct a conference call to review all significant portions of the written plan with OEMS staff. C.6.4 - Convene a Steering Group C.6.5 Gather input from 911 Stakeholder Community on Potential Content for the National NG911 Roadmap/Agenda C.6.6 - Develop a Straw Man Document Based on the information gathered from the 911 stakeholder community, and with the input of the Steering Group and OEMS staff, the contractor will develop the first straw man document and circulate it to the Steering Group and OEMS staff for further development electronically. C.6.7 - Develop First Draft Revision Document The Contractor shall develop the first revision draft. C.6.8 - Conduct National Engagement; Opportunity for Public Comment The Contractor shall invite the national 911 community to participate in a public comment process, using multiple means, as directed by the Steering Group, OEMS staff, and in compliance with all existing government policy. C.6.9 - Develop Final Draft of the National NG911 Roadmap/Agenda The Contractor shall develop the second draft of the National NG911 Roadmap/Agenda, based upon input received. C.6.10 - Submit final DRAFT to NHTSA COR The Contractor shall submit the final DRAFT to the NHTSA COR for NHTSA internal review. C.6.11 - NHTSA Internal Review The NHTSA COR will review the final draft and any edits and comments will be forwarded to the contractor to address when they finalize the document. C.6.12 - Finalize the National NG911 Roadmap/Agenda The Contractor shall finalize the document for submission to NHTSA, addressing all comments forwarded by the NHTSA COR. C.6.13 - Submit Final Revised National NG911 Roadmap/Agenda to NHTSA The Contractor shall submit the final document to the NHTSA COR and meet the requirements as stated in the deliverables section of the resultant contract. Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
